District Administration Office Mustang has provided door-to-door services in two municipalities of Upper Mustang. The administration provided the service of distribution of national identity cards and passports to the residents of Loghekar Damodar Kund Rural Municipality and Lomanthang Rural Municipality, which are 90 km north of the headquarters, Jomsom, by going to the respective wards through mobile camps.
In the mobile camp that started a week ago, 529 people have taken the service of national identity cards till Tuesday.
Mustang Assistant Chief District Officer Nandaram Pariyar led by 4 people from the District Administration Office and the staff of the Locality Administration Office Lomanthang took photos, took biometrics and registered residents for ID cards in the wards. Assistant Chief District Officer Pariyar informed that after the identity card is made, it will be distributed again to those villages. According to him, Loghekar went to Ghami, Ghiling and Charang villages of Damodar Kund Rural Municipality and provided services. He also said that service was provided from the Lomanthang rural municipality office.
Thukten Chiring Gurung, the ward president of Damodar Kund-2, said that even the 91-year-old citizens here have benefited from the services provided by the administration. "Locals here could not even go to the village council office. It is a great relief when the administration staff came and provided services at their doorsteps, the locals are happy," he said.
The mobile camp, which started on August 3rd, will continue until August 11th. 19 passports obtained from the Ministry of Foreign Affairs were also distributed in both of those rural villages after registering them in the district administration a month and a half ago.
The government has made a national identity card mandatory for every citizen for purposes such as receiving social security allowance, financial transactions, real estate transactions, making passports. Both those rural villages are Himalayan villages bordering China.
Chief District Officer Bishnu Prasad Bhusal said that the local residents of those two rural villages, which are connected to the border with China, are 90 kilometers away from the unpaved road to come to the headquarter to get services. According to Chief District Officer Bhusal, the administration is trying to convey the message that the relationship between the government and the people is close by providing services by reaching the doorsteps.
It used to cost at least 7,000 per person to go to Jomsom market where the district administration office is located to get those services. Bhusal said that the local senior citizens, the disabled and the disabled have problems coming to the headquarters, so they were provided with services in the village. 'Providing good governance means providing service to households. It is to convey the message that the government is everywhere. We have tried that,' he said.
The population of Himali Rural Municipality Lomanthang is 2 thousand 31, while the population of Loghekar Damodar Kund Rural Municipality is 1296. There are 5 municipalities in Mustang. Among them, Ghorpazhong, Thasang, Waragung Mukti Kshetra rural municipality headquarters are half an hour away by car from Jomsom.
