Safe House, a short-term shelter for children and victims of violence, under construction in Kushma has been stalled for 10 years. The under-construction safe house is lying in an abandoned state on 8 ropani land near the prison in Kushma Municipality-5, Bargaon.

In the year 2072, under the leadership of Ganga Pant, who was the DSP in the District Police Office, Parbat, a safe house construction campaign was started with the collection of funds and labor donations from the public. However, after he left the mountain, the pace of construction also stopped. 

Kamal Nath Pokharel, Treasurer of Safe House Construction and Consumer Committee, said that the committee has done work worth 9 lakh rupees. He says that 3 lakh 75 thousand rupees are still in the account of the committee. "The committee did a good job when Ganga Pant was DSP," he said, "later the municipality took over the construction." The amount in our account was verbally demanded by the municipality. I have told them not to give it until a written decision comes.

Kushma Municipality-5 Ward President Ramhari Sharma said that there is no other work to be done except the construction of the safe house building. He estimates that it will cost 2 million more to complete the work of windows, doors, painting, toilets etc. He says that the construction of the building started even before he was elected, but it has not been completed yet and it is the weakness of the municipality.

I thought that the construction of the building would have been done from the civilian level, but it is not. After monitoring by Deputy Chief Swasthani Rizal, I found out when I was about to recommend the completion of the work," he said, "the contractor had done work worth 19 lakhs with the amount of 29 lakhs received from the state government. In the executive meeting, I also raised the issue of the building. Nobody listened .' 

Nepalis living in the country and abroad also contributed funds for the building. There was a campaign to raise funds through social media. They are worried about misuse of funds raised from the local level . "When I was abroad, I sent 10,000 rupees," said local Sajan Thapa, "now it's been more than 5 years since I moved." It's sad to see an abandoned building while walking.' 

The municipality has been operating a safe house by renting a private house after stalling the building construction. The municipality has been spending 6,600 rupees per month only on house rent. Dilkumari Sharma, the officer of the social development branch of the municipality, said that the problem has arisen because the building has not been constructed even though it has been providing services to the clients from its own building since August. 

'The building construction work should be completed . Funds are also coming from the state government at the rate of 7 lakh rupees for three years," she said, "contracts have also been given for the work. It doesn't seem to be working now. It is sad to see the misuse of state money.' She said that she will again inform the coordinator of the monitoring committee, Deputy Chief Rizal, and ask for a discussion on the matter.

At the beginning of the DPR, the safe house was 2 and a half floors with 18 floors. It was said that the building, estimated to cost 1 crore 52 lakh rupees, will have separate rooms for women, men and children. Rooms were also arranged for security guards, cooks and other staff. But now the one-story building is also in an abandoned state.
