Gandaki state chief Dilliraj Bhatt has certified two bills passed by the state assembly. Bhatt on Monday approved the bill to regulate the use of Magar and Gurung languages as the language of government work in Gandaki Province and the bill to amend the Gandaki Province Industrial Business Act, 2075.

The language bill was passed by the state assembly on June 24 and the amendment bill on June 23.  

Now when the government prepares a bill, when it submits a proposal in the cabinet meeting, it has to be translated into both languages and submitted. The Act also covers the issue of translating and documenting public documents in government offices, publishing them in two languages in the provincial gazette, and arranging the study and teaching of Magar and Gurung languages up to higher education.

In addition to the language of government work, the subject of conducting programs to promote and protect other languages is mentioned in the Act. For that, 30 native languages of Gandaki province have been included in the schedule after the monthly discussion on the Bill in the Social Development and Agriculture Committee. According to the census of 2078, the population of Gandaki province is 24 lakh 66 thousand 427. Among them, 4 lakh 64 thousand 310 (18.8 percent) belong to the Magar community and 272 thousand 270 (11 percent) belong to the Gurung community.

With the ratification of the bill to amend the Gandaki Province Industrial Business Act, 2075, the legal basis for registering the domestic alcohol production industry has been prepared. Through the amendment bill, a restrictive phrase was added after sub-section 3 of section 4 of the original Act, which facilitated the registration of industries producing domestic, local or raithane liquor. "However, this sub-section shall not be considered as an impediment to registering domestic or local or Raithane liquor production industry based on local raw materials," said the phrase.

The government had registered the amendment bill in the provincial assembly on 14th January 2008. The bill registered by the government did not include this restrictive phrase. After a general discussion in the assembly, the bill was sent to the Finance and Development Committee on February 22 last year. During the monthly discussion in the committee, the issue was raised that the government has introduced a bill to legalize domestic alcohol and there is no provision for industry registration for it. After this, the committee prepared the legal basis for domestic alcohol industry registration by adding a sentence that does not hinder the registration in the final report. 

In March 2008, the government registered a bill in the state assembly to regulate and manage the production of domestic alcohol. The Finance and Development Committee has again sent the bill to the Provincial Assembly after the monthly discussion. The bill to legalize domestic alcohol is ready to be passed in the current session of the provincial assembly.
