The Gandaki State Committee of Nepal Samajwadi Party (New Shakti) has submitted a memorandum to the Prime Minister with the demand for a directly elected Executive President. NESP submitted a memorandum to the Prime Minister through the chief district officers of 11 districts of Gandaki on Sunday demanding political restructuring and amendment of the constitution.
NESAP has included issues of electoral system reform, governance system reform, fundamental rights, development, institutional reform and local concerns in the memorandum. Nespa has demanded a directly elected executive president, directly elected chief minister, multi-member proportional and direct election system, direct in the community, full proportional elected system in parliament, cabinet based on expertise and efficiency, right to reject and right to recall.
Good governance and morality, prosperity for all, proportional and inclusive development, mandatory and unconditional implementation of the fundamental rights provided by the constitution (Part 3. Article 16-48), investigation of the assets of people in high-ranking positions and the formation of Satishali Jan Lokpal and people-friendly technical personnel administration, restructuring of the courts, and the end of party division in constitutional bodies are in the memorandum.
The demand of NESP is to emphasize on self-employment through self-reliant economy, to ensure the voting rights of Nepalese living abroad, to bring Gorakhkali rubber industry into operation, to build and operate the Budhigandaki hydropower (reservoir) project as soon as possible, to regularly operate and manage Pokhara International Airport, to build Pokhara Bus Park, and to end the delay in the construction of the central hilly road.
Netra Chapagain, Gandaki Coordinator of NESPA (New Power) said that the memorandum was submitted by email in Mustang and Manang and in physical form in other districts by attending the district administration office. In Kaski along with him central members of NESP Tikaram Poudel, Durga Gurung and others submitted a memorandum to Chief District Officer Rudradevi Sharma. Presenting the
memorandum, Coordinator Chapagain said that the old political consciousness of Nepal cannot lead the new era that is changing, accusing the old political forces of Nepal of running on yesterday's thinking, style, schooling and prejudice. "All the old parties and forces have not only failed to develop the country and maintain good governance, they have become ineffective," he said, adding, "Democracy is becoming limited and formal." Party system in the name of democracy, leader system in the name of system of leadership, syndicate of top leaders in the name of system of leadership has dominated everywhere.
