The transfer of the secretary accused of tampering with Gandaki's budget

The secretary who is accused of arbitrarily including his plans in the budget of the next fiscal year 2082/83 of the Gandaki state government has been taken into action.

The cabinet meeting held on Monday decided to transfer Rajendradev Pandey, Secretary of the Ministry of Economic Affairs, to the office of the Chief Minister and Council of Ministers. The issue of budget was discussed in the parliament and media. The chief minister announced the transfer proposal,' said a minister, 'everyone agreed on it. Pandey has not been assigned any responsibility in the Chief Minister's office.

The parliamentarian raised a question during the budget discussion saying that the staff is dominant in the preparation of the budget. Chief Minister Surendraraj Pandey, while replying, hinted at action by saying that the result would be known soon.

It is alleged that Finance Secretary Pandey messed up the process of budgeting and introduced a scheme of 8.5 million rupees in his village. In his village, Bhanu Municipality-9 of Tanahun, the Directorate of Tourism, Commerce and Consumer Rights Protection, Infrastructure Development Office, Social Development Office, Tourism and Industry Office, Land and Watershed Management Office, Water Resources and Irrigation Office, Drinking Water and Sanitation Office under the provincial government have received plans worth 85.8 million rupees.

There are only Rs 207 million schemes within Bhanu municipality. About half of that budget is occupied by the Finance Secretary's home ward.

The finance secretary entered his plans in the provincial ministry budget management system on the night of May 31 (the night before the budget). The Ministry's plan entry system was closed three days before the budget. Then Chief Minister Pandey launched his plans using the Ministry of Finance and Policy and Planning Commission. After the Chief Minister, the Minister of Economic Affairs Dr. Takaraj Gurung made plans for his constituency. In the end, Secretary Pandey also included the plan of his village.

Secretary Pandey has allocated the budget for the construction of motorways, footpaths, playgrounds, culverts, irrigation projects, embankments, building constructions, toilets, etc. No budget of more than 1 million has been allocated for the playground construction and upgrading plan to be implemented under the Social Development Office Tanahun. However, in the village of Finance Secretary Pandey, an allocation of Rs. There is only one plan of 60 lakh rupees to be spent under the

office. This budget titled Karmada Mavi Bhawan Nirman also belongs to Finance Secretary Pandey's village. A budget of 30 lakh rupees has been allocated to improve the Goretto road in Bageshwari Community Forest to be spent from Land and Watershed Management Office Tanahun. Finance Secretary Pandey, from an office that has no budget of more than 5 lakh rupees for a sensitive issue like settlement protection, has invested 30 lakh rupees in the name of Goretto road improvement.

From the 5 ministries that will have the development budget, a ceiling of Rs.

The MP got a budget of 4 crores for the scheme across his constituency, but the secretary's village has a scheme of 8.5 crores. Even the plans within the ceiling recommended by the MPs of the ruling party have not been included in the annual development program.
