Dhanraj Acharya, Mayor of Pokhara Metropolitan City, has called a discussion on the policies and programs and budget for the upcoming financial year at the family-owned event center.
On Saturday afternoon from 2:30 to 5:30 PM, an interaction between the mayor, deputy mayor, chief administrative officer and member of the city council was held at the Pokhara event center in Bulaudi, Pokhara. The content of the interaction has not been revealed in the message sent to the council member. However, this program was held before the discussion on the policies and programs and budget of the metropolis. The discussion on policy and program and budget is starting in the meeting of the 17th Municipal Assembly on Monday.
This event center belongs to Shiv Acharya, brother of Mayor. 4 council members have boycotted the event center owned by the brother. Municipal Assembly members Prakash Koirala of Pokhara-4, Poornchandra Neupane of Pokhara-10, Sushil Bastola of Pokhara-11 and Prakash Karki of Pokhara-33 boycotted the interaction. Through Facebook, they expressed their disagreement on 3 points and boycotted the interaction.
It is a serious procedural error to organize events of the nature of city meetings in private places outside the Pokhara Metropolitan Municipality office and city council hall, because it is an undemocratic practice to invite the public and give them a limited role in the decision-making process, and they demand that any meeting, discussion, interaction or decision-making process related to the city council should be held in the city council hall or the official place of the city.
Mayor Acharya said that because not everyone could fit in the assembly hall of the Metropolitan and Business Promotion Center (BPC), the intercom was kept outside. Responding to the Facebook status of Municipal Assembly member Purna Neupane, he said that the interaction was held outside with the aim of having all the members sit in a round and discuss freely with each other instead of in the hall. Mayor Acharya claimed that
was an informal discussion and that there was no government expenditure, use of banners and no fixed agenda. . ``This discussion has been organized keeping in mind the queries and suggestions that you want to put before the formal session of the Municipal Assembly,'' he wrote, ``There is no fixed agenda for this meeting. Your questions and suggestions will be the subject of discussion.'' He said that if it is decided that the discussion is not necessary, it will be cancelled.
The 17th City Council of the Metropolitan City started on June 8 at the Pokhara Auditorium. However, instead of holding a discussion in the hall, the mayor held a program at the event center owned by his own brother.
For the last one year, programs supported by the Metropolitan Municipality, subordinate divisions, offices, and the Metropolitan Municipality have been held at the Event Center. On Saturday, the award distribution program of Pokhara Metropolitan City Youth Council was held at the event center.
