The budget of the Gandaki government for the next financial year 2082-83 has been passed by the provincial assembly with a majority.
The budget of Rs 31 billion 97 crore 97 lakh presented by Economic Affairs Minister Takaraj Gurung in the state assembly on June 1 was passed on Friday.
When the budget proposal was presented for decision, the UML and Congress MPs were on the side . While Maoist remained in the opposition, RPP remained neutral. Currently, there are 59 members in the provincial assembly, 27 from Congress, 22 from UML including the deputy speaker, 7 from Maoist including the speaker, 2 from RPP and one member from NESP . In Gandaki, the ruling party has a two-thirds majority with Congress, UML and NSP.
Before the budget was passed, Chief Minister Surendraraj Pandey and the minister answered the questions raised in the discussion. Chief Minister Pandey said that in his home district Gorkha, the budget has gone too much due to the large number of old multi-year plans. "I had to be told to fulfill the obligations of the other 10 districts, but not for Gorkha!" he said. He said that there is an increase in the budget because of not being able to run away. He said that except for water supply and infrastructure, there is an equal level of budget in the ministry because there is no liability.
The government had brought a budget of 998.5 million 76 thousand rupees less than the current financial year for the next financial year. Out of the total budget of the next fiscal year, 12 billion 63 million 66 million 75 thousand rupees have been allocated for the current, 19 billion 9 million 33 million 24 thousand rupees for capital and 25 million rupees for financial arrangements. 39.5 percent for current, 59.7 percent for capital and 0.8 percent have been allocated . Out of the total allocation, it is estimated that 1 crore 54 lakh 52 thousand rupees will be burdened on the government's treasury.
In the next fiscal year, the government estimates that 7 billion 738 million rupees will be received for financial equalization subsidy, 3 billion 35 million 64 million rupees for conditional subsidy, 63 million 97 million rupees for supplementary subsidy, and special 49 million 86 million rupees.
Similarly, it is estimated that 9 billion 79 crore 29 lakh 40 thousand rupees will be received from revenue distribution, 4989 million 77 thousand rupees from royalty distribution and 5 billion 45 crore 93 lakh 88 thousand rupees from internal income .
It is estimated that 2 billion 245 million 94 thousand cash balance will be saved from the budget of the current financial year. The government plans to cover 1 billion 750 million of the insufficient amount for the next financial year through internal loans.
