Gandaki's village assembly boycotted by Congress, UML

The Congress and UML have boycotted the village assembly of Gandaki Rural Municipality expressing their displeasure over issues such as the village center dispute and budget ceiling. 14 members of the village assembly elected from Congress, UML, along with the 18th village assembly vice president, who announced the policy and program and budget for the next financial year on Monday, boycotted.

After the absence of the vice-president officer, Tulsi Prasad Regmi, coordinator of infrastructure committee and member of the village assembly, presented the budget in the village assembly. Lalita Adhikari, the vice president of Gandaki Rural Municipality, was elected from Congress. 

Congress and UML protested that there was no attempt to reach an agreement with the parties regarding the administrative building of the rural municipality, and that the rural municipality introduced a budget ceiling in the month of Baisakh.

In the 42-member village assembly, 28 people's representatives, including the chairman, are close to Maoists. Village President Deepak Timalsina said that the Congress-UML people's representatives have boycotted the village assembly 9 times so far. Timalsina said that after boycotting the meeting continuously, the village assembly asked for an explanation.

"After boycotting the village assembly three times, there is a system to ask for an explanation," he said, "There was a complaint that the village assembly was mocked by the boycott, and after the people's complaint became a topic of debate in the village assembly, the village assembly asked for an explanation for three days." In the said sub-section, there is a provision that if absent from three consecutive meetings without notifying the concerned village assembly, the post will become vacant. "Not only that, but he had diarrhoea, he did not participate in Monday's executive meeting, he did not even attend the village assembly," he said.

The center of Gandaki rural municipality has been controversial since the previous tenure. The Congress UML has been expressing dissatisfaction after Timalsina shifted the service from Gavis Bhawan (Okhaldanda) to Vantar after being elected in 2079.
