Due to internal disputes, two of the 85 municipalities of Gandaki province could not bring the budget on Tuesday.
Madi Rural Municipality of Kaski and Bihadi Rural Municipality of Parbat could not present the budget in the village assembly.
The Local Government Operation Act, 2074 stipulates that policies and programs and budgets for the next financial year must be presented by June 10, but there has been a dispute between the two municipalities.
In Madi Rural Municipality of Kaski, during the discussion on policies and programs, the budget could not be presented due to a dispute between the assembly members. The UML boycotted the assembly on Sunday saying that a personal allegation was made against Vice President Kalpana Gurung while speaking in the assembly. Parvati Rana Magar, a ward member of Madi-5 elected from the Congress, expressed her anger on the vice president regarding the distribution of the program. UML has demanded that his statement be removed from the records. However, the Congress-UML could not reach an agreement on this matter.
Due to the dispute between Congress and UML regarding the establishment of land bank, the policy and program and budget of Bihadi rural municipality could not be presented. Village Chairman Parvin Gurung, elected from the Congress, is in favor of establishing a Bhoomi Bank. He has taken the stance that it should be taken forward by keeping a budget of 10 lakh rupees. Vice President Meena Sharma Tiwari and UML are in favor of keeping the budget under non-expendable headings as the municipality has not made procedures.
The meetings of both the municipalities where there is a dispute have been postponed until further notice. There are 58 rural municipalities, 26 municipalities and one metropolitan municipality in Gandaki.
