In Gandaki, the opposition MPs have received one plan less than the ruling party from the Ministry of Physical Infrastructure Development and Transport. Plans worth about 4.5 million rupees are being given to directly elected parliamentarians of the ruling party from 5 ministries that have development budgets, about 40 million rupees to directly elected opposition parliamentarians, about 2.5 million rupees to proportional members of the ruling party and about 2 million rupees to proportional opposition parliamentarians. 

Currently there are 59 members in the provincial assembly, 27 including the Congress chief minister, 22 including the deputy speaker of the UML, 7 including the speaker of the Maoist center, 2 from the RPP and one from the NESP. There is a two-thirds majority government with Congress, UML and NESP. The Maoists, who have 6 MPs, did not give a vote of confidence to Chief Minister Surendraraj Pandey. The RPP, which gave a vote of confidence to Chief Minister Pandey to save the government, has been sitting on the opposition bench. 

The opposition party is in favor of clarifying the role only after receiving the ministerial budget booklet. Maoist MP and former Minister of Physics Reshamm Bahadur Jugjali commented that plans for revenue growth and job creation were not included in the budget.
