The Gandaki state government has passed regulations related to ride sharing (regulation and management) in order to give legal recognition to ride sharing. Minister of Economic Affairs and Government Spokesperson Dr. Takaraj Gurung informed.

The regulation provides for the operation, registration, renewal and fines of ride-sharing and rental vehicles (self-ride). Both types of service providers must be registered with the Transport Office within 30 days of the release of the regulations. A fine of Rs 1 lakh has been set for operating the service without registration.   According to the regulations, organizations operating

ride-sharing and self-ride should pay 25,000 rupees for a two-wheeler permit, 12,500 rupees for renewal, 50,000 rupees for a four-wheeler permit, 25,000 rupees for renewal, 70,000 rupees for two-wheeler and four-wheeler permits, and 35,000 rupees for renewal. Spokesperson Gurung said that the government will determine the fee for ride-sharing and rental vehicles.  When registering in

ride-sharing, owners of two-wheelers will have to pay Rs. 500 to the service provider and owners of four-wheelers will have to pay Rs. 2,000. In addition, for the number of registered vehicles, the service provider will have to file an annual service fee of 5,000 for two-wheelers and 20,000 for four-wheelers at the Transport Management Office. Rule 9 (4) provides that the service provider cannot charge any amount as annual renewal fee from the owner of the vehicle. The service provider will be allowed to charge a maximum of 12 percent service fee per transaction from the vehicle owners.    Rule 12 of the

regulations stipulates that the vehicles registered in ride sharing cannot travel more than 20 kilometers and the driver cannot drive the vehicle for more than 12 hours. There is a provision in the regulations that people below 10 years and above 80 years of age cannot be made passengers, and only those who have completed one year of license are eligible to be registered in ride sharing. In Rule 18, it is mentioned that the company or organization providing the service should have vehicle insurance, driver and passenger insurance and third party insurance as per the provisions in the law passed by the provincial assembly.  The

rule (19) stipulates that two and four wheeler drivers who provide online services should pay a fine of Rs 4,000 and Rs 10,000 respectively. In Rule 25, there is a provision that in case of violation of the rules, two wheelers will be fined Rs 5,000 and four wheelers will be fined Rs 10,000 for the first time. The penalty will be doubled for the second time. 

Minister of Physical Infrastructure Development and Transport Management Prakash Bahadur KC said that the regulations have been brought in compliance with the verdict of the Supreme Court last year to organize ride sharing. He said that the ride sharing that is currently operating will be organized and coordinated with the traffic police for effective implementation.
