Chief Minister of Gandaki Province Surendraraj Pandey has said that although political federalism has come in Nepal, financial and administrative federalism has not come. He said that the Federal Civil Code and the Education Act should come immediately.

Inaugurating the 'second judicial conference' of 85 local level deputy chiefs and vice presidents of Gandaki Province organized by the Judicial Committee of Baglung Municipality, Chief Minister Pandey accused the federal government of blocking the state and local governments for tax collection.

Annapurna Conservation Area (ACAP) has cut the rights of one and a half dozen municipalities of Gandaki, and the province's right to levy tourism tax has also been taken away, he said. "There is still a two-tier parallel government here, the state government and the local government have not got their constitution-given rights," he said. He has also promised that the provincial government will recognize Magar and Gurung languages as official languages from the next session. He said that domestic alcohol production and distribution law will be introduced from the same session. For that, he said, they should use local products. Pandey said, "We will stop migration and use raw materials such as corn, millet and other raw materials for production in barren fields," said Pandey.

Gandaki's Prosperity, Tourism, Justice and Peace inaugural conference will continue till Monday, said Raju Khadka, deputy head of the municipality.
