Foundation stones of 5, 10 and 15 bed basic hospitals were laid simultaneously on 15 November 077 at 396 local levels across the country. Even though most of them have been completed, they have not been able to start operations due to shortage of health workers.

In the 11th meeting of the Gandaki Province Development and Problem Solving Committee, an issue was raised that the municipality could not afford a 15-bed hospital.

In a meeting held in Pokhara on Thursday organized by the Gandaki Province Policy and Planning Commission, the local people's representatives said that the hospital cannot be run if the union does not arrange for vacancies. Gandaki Thapa, chairperson of Baglung's Badigad rural municipality, said that although the building has been constructed in her municipality, it has not been put into operation due to lack of manpower. Weeds have started to grow in the building. There is concern that it will become a ghost bungalow,'' she said in the meeting. This is beyond our capacity.' He said that the union government should supply the manpower to serve the citizens after keeping health as a fundamental right.

Chairman of the National Rural Association of Gandaki and Chairman of Rupa Rural Municipality of Kaski Navraj Ojha said that it would be a big relief if the provincial government also maintains posts in the hospitals run by the local level. Shukar Chuman, chairman of Ambukhaireni Rural Municipality, complained that although Rs.

There is a problem when the local level has to bear the management, filling of posts, and long-term responsibility of the hospital. KP Sharma Oli was the prime minister when a large number of basic hospitals were laid at the same time across the country. According to the decision of the Ministry of Health and Population dated June 21, 2017, the model organization structure and staffing were approved. According to the model structure and staffing, there will be 18 human resources under the leadership of the 8th level medical officer in the 5-bed hospital. In 10 beds there will be 22 people including 2 medical officers and in 15 beds there will be 30 people under the leadership of 9th or 10th level.

Dr. Ramesh Kumar KC, Head of Medical Services Division of the Ministry of Health, said that the file is currently stuck in the Ministry of Finance. He said that manpower management is the main challenge of running the hospital that has been completed. The building has been completed. The equipment is also a one-time use," he said. "If the association ensures manpower, the local level will not have a problem running the hospital with the support of the province. It is challenging to run the local level alone.

According to him, 74 basic and city hospitals have been decided to be built in two phases in Gandaki, and 35 hospitals including the upgraded primary health centers are in operation. Only two of them are newly built hospitals. Although the construction of 9 hospital buildings has been completed, they have not been put into operation. 17 are under construction. The number of hospitals whose construction work has started and which are stalled is 5. The construction of the rest of the hospital has not started.

State Health Ministry spokesperson Suraj Guru said that earlier he sent a letter to the Union government asking for the creation of basic hospital posts, but it was not implemented. He said that from the next fiscal year, there is a plan to send specialist doctors from hospitals under the province once a month to serve in basic hospitals at the local level.  In the

meeting, Chief Minister Surendraraj Pandey said that the problems of the local level and the state could not be raised in the relevant forums because the meetings of the National Coordination Council and the National Development Problem Solving Committee were not held regularly. He said that the meeting of the Council was not held even once this year and the meeting of the National Development Problem Solving Committee was held only once last November, while it was supposed to be held three times a year.
