Congress MP Rekha Gurung said, "If it is possible to manage the domestic alcohol collection and sale-distribution, the market in the same model as the operating milk dairy," Congress MP Rekha Gurung said. She said that it is necessary for hotels, restaurants, and retailers to give priority to local alcohol and keep it within the policy framework.

MP Gurung said that if domestic alcohol gets legal recognition, women will be promoted to become entrepreneurs. "Poor and underprivileged women will get an opportunity to become self-employed by organizing domestic alcohol production," she said. It is believed that the credit environment will further promote women entrepreneurship.' 

Alcohol is essential in the religious rituals of the tribal community. The bill stipulates that permission should not be taken for the production of alcohol up to 50 liters per year for religious, cultural and household purposes. The MP representing the tribal community pointed out that 50 liters of alcohol would be insufficient.

MP Gurung told that not only liquor but also merchandise can be branded. He commented that the Liquor Act, 2031 is a 'black law' for domestic liquor. MP Gurung said that domestic alcohol should not be seen only as a matter of drinking as it is connected with the religion of the tribal community. "Tribes have a relationship with liquor like nails and flesh". He said, "It should not be thought that it is only for drinking." "Alcohol is an integral part of our religion, culture, customs." He said that it is also necessary to address those who do small enterprises in the village. "It happened on a business basis." But we see that people are educating their children by producing alcohol in the villages, making their children engineers and doctors," MP Jugjali said, "Let's not stop that way. There should be some provisions in the schedule to prevent it.' He said that if small entrepreneurs are not mentioned separately, the law will not be owned by a large number of people in the future.

UML MP Roshan Bahadur Gaha Thapa asked the state government to coordinate with the union government on the bill. He suggested to the government that the price of alcohol sold in the market can be set by the government and proceed in a commercial manner. "If the government can set the price and take it commercially by bringing it from the village to a certain place, branding it, setting the level, revealing the quality, it will increase the income of individuals, families and the state government," said MP Thapa. 

Congress MP Dilmaya Pauwi said that there is a need to commercialize domestic liquor by branding, labeling and packaging like milk dairy . He insisted that if alcohol is sold, the fields of the village will not remain barren due to the production of raw materials. 

Lil Bahadur Thapa, another member of the UML, said that the time for using domestic alcohol should be specified . He pointed out the possibility that the society will not go in the right direction with the food situation. Congress MP Jit Prakash Ale and Parvati Tamang, UML MP Nirmala Thapa also participated in the discussion.

72 hours time has been given to submit the amendment proposal on the bill . After the amendment period is over, the bill will be sent to the parliamentary committee for monthly discussion.
