Clash between Congress-Maoist in Gandaki State Assembly over the word 'Jai Hind'

There has been a controversy over the speech of the leader of the opposition party CPN (Maoist Centre) parliamentary party in the Gandaki Provincial Assembly. Maoist party leader Hari Bahadur Chuman, while speaking at a special time in the state assembly meeting on Monday, said that many leaders within the Congress are infatuated with the 047 constitution.

"Many leaders within the ruling party have anti-secular views and a fascination with the 047 constitution. In a program, a Congress leader was told what is the news by a Congress worker. I have heard that Jai Hind ta Hola,' he said . 

There was a clash between Congress and Maoists over leader Chuman's statement. Congress MP Dilliram Subedi objected to Chuman's statement. He demanded that the words used by the Maoist party leader be removed from the record. He demanded that it be removed from the record saying that the word that can convey disgust and negative message to the common people has been used.

'On the subject of someone saying something in an uncertain context, on a very sensitive issue related to the country's sovereignty, integrity, and the sovereignty of the people, you have used a word that can hurt the party, which has been tested in every way in its 70-year long history, and can send a negative message to the common people  . That's why I want to demand that that word be removed from the record," MP Subedi said.

After MP Subedi spoke, Maoist chief whip Kusum Budha got up . Speaker Krishna Prasad Dhital said that the agreement to implement the rules immediately has been reached. He asked MP Subedi and chief whip Budha to stay. The old man asked for time to speak. She said that if she had spoken according to Rule 20 (d) of the Gandaki State Assembly Rules, then she would have to immediately object to the rule. ``There is a provision in our rules that if it is found to have spoken according to (d) of rule 20, the rule will be suspended immediately. I feel that I have gone beyond the rules,' she said, 'If we do not follow the rules we have made, will the seriousness of the question arise or not?' 

Social Development Youth and Sports Minister Vindukumar Thapa answered the questions raised in Parliament after Maoist party leader Chuman spoke in Monday's meeting. Congress MP Subedi only then objected to party leader Chuman's statement. In this, the Maoists said that there is no immediate need to oppose the law. There is no clear provision in the rules of the provincial assembly that objections can be made while speaking, after speaking or while the parliament continues. 

Congress chief whip Nanda Prasad Neupane stood up after the Maoist chief whip's question. Taking time with the speaker, he defended his party's MP Subedi by saying that he had objected to the rule according to rule 25 by relying on rule 20 (d). MP Subedi did not disclose according to which rule the law was approved . Chief Whip Neupane has defended MP Subedi by making it clear. "Based on rule 20 (d), he has objected that the Nepali Congress, which fought for the independence of Nepal, the party that used the word Jai Hindu should be removed from the record of the parliament," Neupane said. In rule 20 (d) of

rules, there is a provision not to speak rude, obscene, insulting, objectionable words or in a way that is detrimental to public etiquette or morals . By revealing which provision of rule (20) is objectionable, the regulation has provided that objection can be made according to rule 25. 

After listening to Congress and Maoist MPs, Speaker Dhital said that the matter will be discussed in the working order consultation committee. After the Speaker said this, the Parliament meeting proceeded according to the agenda.
