Gandaki Govt canceling Zipast, Lake Authority and Dairy Development Board

Gandaki state government has prepared to abolish 3 structures established for the purpose of research, conservation and production promotion. The government is going to abolish the Gandaki State Institute of Science and Technology (JIPAST), the Lake Conservation and Development Authority and the Dairy Development Board.

On Thursday, Chief Minister Surendraraj Pandey presented a bill to repeal some Gandaki State Acts in the state assembly meeting with the intention of repealing them. A theoretical discussion was held on this bill on Friday. If the bill presented by Chief Minister Pandey is passed by the parliament, the 3 agencies opened after the establishment of the state government will be abolished. Time has been given till Monday to submit amendments to the bill.  The government says that

does not seem to be particularly successful due to the duplication of the same work and is going to be abolished with the aim of reducing current expenses. The ruling party Congress, UML and NESP agree on the repeal . The Maoist center and RPP do not agree on this. If you want to create financial liability, how many institutions will be removed? If the performance is not good, it will be improved. We have a different opinion on this,' said Maoist chief whip Kusum Budha Pun. She said that there is a discussion within the party to register the amendment.

RPP party leader Pancharam Gurung says that the issue of the state's prospects should not be linked only to the immediate economic profit and loss. He says that the decision to cancel the organization is not appropriate when it is working. "Let's not look at our prospects only in the calculation of immediate financial profit and loss". This will stop innovation,' said party leader Gurung, 'will force talented students to migrate abroad.' This will block our technological progress.''

The provincial government claims that the burden of administrative expenses will be reduced by about 60 million rupees if 3 agencies are abolished. According to Chief Minister Surendra Raj Pandey, administrative expenditure will be Rs. 24 lakh 49 thousand in Zipast and Rs. 91 lakh 63 thousand in Lake Authority if the work is done at full capacity. Organization and Management (O&M) of Dairy Development Board has not been . If the board works, the provincial government has estimated the annual administrative financial burden of 20 crores to be borne by the provincial government.

Chief Minister Pandey presented the data in the Parliament meeting on Friday, while 1 crore is spent on 3 agencies for house rent, electricity, communication, fuel, insurance, maintenance, gratuity, clothing, and allowances. Chief Minister Pandey said that even after the cancellation of the structure, the budget related to research, production and promotion will not stop. Because these things should be done even if there is no organization. We have brought the bill with the aim that if we can do integrated budgeting, the effectiveness will increase," he said.

076 On February 23, the then Chief Minister Prithvisubba Gurung appointed Dr. as the Chief Executive Officer of Lake Authority. Anup Gurung was appointed. After he resigned on Kartik 5, 2078, the authority remained without a leader for 10 months. On August 20, 2079, Dr. Kalpanadevi became CEO of Devkota Authority. After he resigned on December 5, 2080, no one has been appointed. The government has made a plan to cancel the works like lake calculation, beautification, and foot track construction after concluding that authorization is not needed. The government is preparing to hand over the work of the Lake Authority to the Ministry of Forestry and the structures in the districts under it.

077 Mansir 21 Dr. Dhakaram Bhandari was appointed. His 4-year tenure ended last November. Zipast is especially helpful for searchers. After the completion of one term of establishment, the state government has concluded that it is not justified. The state government is planning to do the work from Gandaki University through a research center under Gandaki University. The research center of Gandaki University cannot be removed. For the sake of research, the budget has to be allocated for research on both sides,' Chief Minister Pandey said, 'If the same money is invested on one side, the results can be good.'

The most controversial structure among the 3 to be abolished is the State Dairy Development Board. The Dairy Development Board Act was made in 075 with the aim of producing, processing and marketing milk from advanced breeds of animals in public-private partnership. Later, the government prepared to operate a cow farm by investing shares. The government was forced to back down after the controversial image of private sector investors . Although the law has been made, the procedures and regulations related to the operation of the Dairy Development Board have not been made. So the board has become a recruitment center for workers .

079 On February 11, the then Chief Minister Khagraj Adhikari appointed Til Bahadur Mahat (Tilak), a former member of the House of Representatives, as the Vice President of the Board. However, since there was no office and no staff, he did not have any achievements except riding in a car . After Chief Minister Pandey took away the car, he has no relation with the board now. If the board is abolished, the government plans to work from the Ministry of Agriculture .

The executive director of Zeepast, who recently finished his term. Dhakaram Bhandari says that those who govern and run the administration do not understand the need for science and technology. He is not satisfied with the government's decision saying that results are sought in a short time . A specialized office is needed to work related to science and technology. The same kind of manpower should be taken," he said. "The government started looking for results in a short period of time. After understanding, it was said that the cost was increased to facilitate those tasks.'

He said that GIPAST has given grants for research, internships for students, establishment of research laboratories, provision of infrastructure for academics, etc. However, the government has forgotten about the lack of budget for roads and bridges without prioritizing science and technology. Bhandari's comment is .
