Bill to legalize domestic liquor in Gandaki registered in Parliament

The bill prepared by the provincial government to legalize domestic liquor has been registered in the Gandaki Provincial Assembly. The bill to regulate and manage the production of domestic liquor in Gandaki province was registered in the provincial assembly secretariat on Thursday.

The bill has proposed a provision to register and obtain a license at the district office of industry and commerce for the production and sale of domestic alcohol. There is no ban on the production of alcohol up to 50 liters per year for religious, cultural and household purposes. 

In the production of domestic alcohol, any one of millet, papar, ua, barley, wheat or corn, any one of the fruits like apple, orange, khurpane, fruit, mango, litchi, aiselu, chutro, dimber and herbs have been laid down in the bill. The industry that sells through collection, bottling and packaging has to make an agreement with the licensed person regarding the collection of domestic alcohol. 

The estimated quantity of domestic alcohol to be purchased by the industry during the year, the quality to be maintained by the producer in relation to domestic alcohol, the estimated period for which the producer will provide domestic alcohol, the area or place where the raw material used for the production of domestic alcohol will be supplied by the producer and the details of the supplier, and other essential matters related to the purchase, collection and payment of domestic alcohol, are to be mentioned in the contract. 

There is a provision in the bill that producers cannot vary the alcohol content of domestic alcohol by more than one percent or significantly differ in quality. The bill includes provisions that other than licensed firms cannot sell alcohol retail or wholesale in any way. 

Those who produce and sell domestic liquor without obtaining a permit will be subject to confiscation of the defect and a fine equal to the defect. If the quality is not maintained and if the conditions mentioned in the registration and license are not met, the defect will be confiscated and a fine of 10 to 50 thousand rupees has been arranged. Similarly, the bill states that if non-edible products are produced or adulterated and sold and distributed, a fine of 50,000 to 100,000 rupees will be imposed and action will be taken according to the prevailing federal laws.

The information officer of the state assembly, Prem Subedi, informed that the registered bill will be presented in the meeting for discussion in the current session. After being presented to the Parliament, it will be sent to the Parliamentary Committee for discussion. The provincial government had announced that it would make legal arrangements to legalize domestic alcohol through the policies and programs of the current financial year.
