Maoist leader Narayankaji Shrestha has said that the local level should be strengthened in federalism. He said that the means and resources are still insufficient to strengthen the local level.

Shrestha, who came to Baglung on Saturday for the training program of the Maoists, said at the Baglung Municipality program, "Some people suggested that it should be kept under the province, but we have agreed on the arrangement of autonomous local level." The budget that should come to the rural areas should now come directly to the local level.

Even if some budget comes, most of the budget comes at the request of the union and the province, and it is necessary to take everyone's initiative to remove the compulsion to ask for it.

He commented that even Nepal's budget is not scientific and judicial. He said that instead of how to develop the district and local level, the central thinking of how to distribute the budget based on access from higher authorities should be changed. "Citizens' dissatisfaction has flared up due to not being able to develop as per the wishes of the people," he said.
