Engineer Ramakrishna Poudel said that only 40 houses have been completed so far among those built before. "We have conducted awareness campaigns from time to time, but no one has come to the process," Paudel said, "Citizens are not interested in building earthquake-resistant houses, building houses only after passing the map and getting a certificate of completion after the house is built."
This municipality was announced in February 2073. But neither the map nor the building code has been implemented for the houses to be built within the municipality. Because of this, the infrastructure of rural settlements to urban areas is at risk. "We have tried a lot, but no one agrees," said Nar Bahadur Pun, the mayor of the city. "There is only an understanding that passing the house plan means paying taxes." He said that when they have to take a loan from the bank, some people come to get the house construction completion certificate at once. At that time, the technicians made a map of the nature of the house as it was built and passed it.
In order to comply with the building code, there is a provision to meet the standards of land, roads and buildings. Engineer Ramakrishna Paudel says that there is a problem that the area of Ghaderi is not enough in urban areas of Jaimini Nagar and there is no interest in rural areas. "We don't give permission to build houses without a minimum of 2.5 anas, but most of the houses in the market area are being built on a smaller area than that," he said. There is a rule that houses cannot be built 18 meters to the right and left of this road. But in the market area, even 8 meters is not enough. Houses are being built in the form of old streets.
The 8-meter standard is maintained even in the inner streets of the market. But even there, only a few houses have met the criteria. "There are some houses that cannot be passed even to those who came for documentation," he said. Even the city's own building has not yet been built. Pun says that only after the completion of the building under construction, the municipality can tighten the building code.
The internal income of Jaimini Municipality is also poor as it is made up of rural settlements. Deputy Chief Harihar Sharma said that despite taking the integrated property tax including house maintenance, the annual income could not exceed one and a half crores. "We have said that the scope of taxes will be increased, but the citizens are not capable of implementing certain standards," he said, "If we can make them willing to pay taxes by doing business, then the internal income can be increased." The rate of migration is also high here.
"If climate change brings people back to the cities and Terai, the rural settlements will be filled, then the scope of taxes will also increase," said Sharma.
