The bus park of Dhorpatan Municipality-1 in Burtiwang, which should have been built five years ago, has not yet been built. The model urban project entrusted with building a systematic bus park in Burtiwang, which is within the 10 model cities on the Madhyapahari Lokmarg, has not been able to complete this bus park.

 

In the beginning, the municipality was unable to manage the land, and the bus park is still stuck due to various obstacles. This bus park is also listed in the Gaurav scheme of the city . But there is still confusion as to when it will be built. People's representatives have also stopped taking initiative for the plan recently. The project has also stopped work citing lack of budget. While the work is being done, the locals have encroached. 

Baglung Bus Park inaugurated by Chief Minister Surendraraj Pandey last October is yet to be operational. After widespread criticism, the sixteenth city council has introduced the Bus Park Management Act 2081. City Chief Vasant Kumar Shrestha informed that the Act has opened the way for long-term leasing of bus parks. But even now the bus park is deserted . Buses are parked at the old Chipleti Bus Park. Instead, pedestrians are also suffering due to unorganized parking on the road. However, the city is not able to run the modern bus park. Shrestha claims that the law has opened the way to run a bus park. "The law has opened the way to lease the bus park for a maximum of 30 years," Shrestha said, "only those who take the contract can run the bus park." He said that the bus park could not be regularized even after the inauguration because there was no necessary law.

Similarly, the Baglung Municipality has not been able to start the ambitious plan of building a dog shelter, which was targeted to be operated in the last fiscal year. Due to land management, expenses and criticism from different areas, the municipality has not yet been able to work.

It has been a month and a half since the head of the city, Shrestha, claimed to have reached the stage of agreement in the 16th Municipal Assembly. If the plan is implemented, all community dogs in the city will be housed. Although many people were injured by the stray dogs on the streets, the work was delayed even though this concept was introduced. 

The campaign to manage waste and zero waste has not progressed. The sewerage plan that was brought without study has been stalled. The plan, which was withdrawn due to an error in the DPR, has been stalled for three years . Now the municipality has postponed the plan. 6 years ago, the DPR of the sewerage plan put forward by the then city chief Janakraj Paudel was flawed and repeated revisions became impossible.

Lately, there has been an increase in the trend of municipalities putting forward ambitious plans and stalling them. Galkot Municipality has not yet started the Zip Park. Waste management and the plan to build a ring road could not be successful. Now those plans have stopped appearing in the successive plans . The plans that were brought forward in the previous tenure as Nagar Gauravka Plans have been stalled.

Jaimini municipality's monkey park plan is also confused. 1.5 million rupees allocated for the study has not started yet. The plan to build a park in the area of ​​the community forest has been stopped due to difficulties in obtaining permission from the Forest Act. The goal of building a high-altitude playground in Dhorpatan has failed. The plan put forward by the Sports Development Committee has also stalled as the decision of the Council of Ministers including hunting reservation is needed. 

Apart from that, the municipalities announced three years ago that they will work after completing the planning agreement within August and October. In the first year, Baglung Municipality, Jaimini and Galkot also completed most of the plans within the middle of March. The program was held only in May and May. But the cities that delayed last year have not yet completed the planning agreement for the current year .
