Born in a simple farming family in Gharna village, about 13 km south of Ghorahi in Dang, Dumbar Vick has become a role model in the police service. The government has recently promoted him to the post of Additional Inspector General of Police (AIG), who made history as a police officer from the Dalit community who rose to a high position while being the Deputy Inspector General (DIG) of Police on 17th November 2081.

Born in a Dalit community that has been oppressed by the state power for centuries, he not only created history as the first person to reach the high position of the police, but also became an exemplary example and inspiration for the entire Dalit and marginalized community. His success has given the message that the summit can be reached through the path of struggle even in the midst of differences and disagreements.

Sushil Singh Rathore, Uma Prasad Chaturbedi and Himalaya Kumar Shrestha, who have been promoted to Additional Inspector General of Police, have been decorated by the Inspector General of Police Chandra Kuber Khapung with tailor-made insignia during a ceremony on Friday. After assuming charge as AIG, AIG Vic  has also become a natural contender for the highest post of the police, Inspector General of Police (IG).

Struggling childhood, brilliant in studies

Dumber lost his parents at a young age. He was studying in the 6th grade and had to struggle a lot to continue his studies after the death of his mother. The younger brother of five brothers and two sisters used to walk for about two hours from home to school. He was brilliant in studies. That's why he was the teacher's favorite. In any difficult situation, he gave priority to education .

Caste discrimination and untouchability in Nepali society at that time was more than now. However, he continued his education despite many such difficulties. There was a difference, from the village to the school. But I continued to keep my studies at the center", he says, "I didn't have the courage and consciousness to rebel at that time. Therefore, make education the main goal.' 

After leaving the village, I went to the headquarters in Ghorahi and gave SLC. A Tharu of Ghorahi camped at the Zimdar's house. In the morning and evening, students of the small class used to teach tuition . He used to make a living with the tuition money.

Discrimination while looking for a camp in Kathmandu

After passing SLC, he went to the "city of dreams" Kathmandu in the year 2044. "The days of the real struggle started from Kathmandu", remembers Dumbar, "It was very difficult to survive in a foreign city." Another 'Maha Bharat' to meet education expenses. Jenten he started studying . Only after reaching Kathmandu, he could understand the discrimination above him in a deep way. "From this period, I got a deep awareness about discrimination and discrimination", said Dumbar, "I was able to read the Nepali society and its character with interest." 

He was doing his degree at Tribhuvan University. At the same time, he met Vasanti Devi Sunar, a girl from his own community. That acquaintance eventually turned into marriage. The change of acquaintance was arranged by his close acquaintance Man Bahadur Bishwakarma.

He said to Dumbar one day, "There is a girl who can read and write, look, if you like it, you will get married." As soon as Dumbar saw the girl, he liked her at first sight. B.Ed.,  He was attracted to a girl who was teaching TOEFL to students who were going to study abroad.

He got married before joining the police service. The beginning of the life of struggle in Kathmandu had just begun . To pay the tent rent and to eat delicious food was Daudho. The support of his wife has played an important role in Dumbar's struggling life.

  A day in the year 2053 became decisive for Dumbar, who was waiting for an opportunity after completing his master's degree in public administration. After seeing the new recruitment advertisement of the National Research Department published in the Gorkhapatra, he immediately started the process for the competition. Dumbar's career began with the National Research Department.

Believing in his abilities, he participated in the open competition and managed to make a name as an inspector. Dumbar's thinking took shape when he was recruited as an inspector in the National Research Department on 5th January 2053.

'My thinking that I should stay in the country and serve got a concrete direction that day', he remembers.  After he started serving in the National Research Department, he worked hard to take his career to new heights .

This achievement not only gave Dumbar personal confidence. He also realized his goal of contributing to the society . About 3 years after he joined the National Research, his wife also started working in a non-governmental organization. After that, their life gradually changed from complexity to ease.  

"Even in conflict situations, she continued to give me energy," says Dumbar, "that energy has inspired me to achieve this success today." With the establishment of the Armed Police Force in 2058, Dumbar was transferred from the Investigation Department to the Nepal Police.

Even during the height of the conflict, he did not back down from his duties . He started the responsibility of police service from Surkhet. "I am here today with the determination not to leave the field," he shares his experience, "Hard work, persistence and patience will surely lead a person to success one day."

 

While being in Dumbar police service with his wife Vasantidevi, he was always alert and aware of his responsibilities . A small mistake will stain the future! The fear of that kept living in his mind . Which today led him to the journey of police service flawlessly . Promotion in police is a regular process. Vic has now become AIG by showing his ability through that process.

This promotion has not only brought happiness to his career and family, but has brought joy to the entire Dalit community. Vic has taken to social media. In Nepali society based on the caste system, there are still incidents of discrimination on the basis of caste. Dalits are losing their lives every year, sometimes because of touching the stove, sometimes because of inter-caste love and marriage. But those who commit such crimes are open in the society. 

In cases of such discrimination and harassment, the first state body to hear the complaints of the victims is the police. However, due to the discriminatory thinking prevalent in the police, cases of Dalit community not getting justice in cases of caste discrimination and untouchability continue to be made public from time to time.

Vic will go into mandatory retirement in 2083 under current legal arrangements. Based on that, his term is now one year left. During that period, the government can also make him Inspector General of Police. Despite coming from an oppressed community through struggle, he says that he is ready for the responsibility of Inspector General of Police (IGP).

Dumbar's life journey is not only a story of personal success, but it is also an inspiring story of Nepali society. His success has given a message that the summit can be reached through struggle even in the midst of differences and disagreements.
