Evening of 15th November 2059. At 7 o'clock Radio Nepal broadcasted a news - 'One person has died in Pahlwanpur of Kailali due to gunshots in the clash between government forces and terrorists. It has been confirmed that the deceased is Asharam (name/address changed) of Pavera Gavis-1.

Phoolmati (name changed) who was listening to the news sitting next to her, panicked and went near the radio . After hearing the whole news, he felt cold. No matter how, the place, village and name of the deceased matched exactly with the husband. There was crying in the family. Phulmati was not ready to accept that news as truth. She started reminding her mother-in-law, "Nothing has happened to Asharam". It's time to come home. Will arrive now .' 

Asaram did not come as Phoolmati said, instead people from all over the village came running to the house . Someone brought the news, 'The person who was killed in Pahlwanpur is Asharam dai.' Soon the news was confirmed - the person who was killed was Phulmati's husband.

Asharam neither leader nor security personnel . There were general shops in the village. But in the news, words like Maoist and terrorist were used for him. As usual, he left home in the morning to open the shop and never came back. Who shot ? Why was he killed? Where is the body ? There was no answer. On the second day in the morning, when they reached Phulmati shop, they found vandalism and looted items. 

Some people around told him that he was taken by the army saying he was a Maoist. "During that time of conflict, you couldn't even ask questions," says Phoolmati, "We tried hard to find the body even though it was not breathing, but we couldn't find it."

Phulmati also registered a case in Kailali District Police Office asking her husband's killer to be prosecuted. It is beyond justice, there was no investigation, and there was no satisfactory answer. On the contrary, he was abducted as a Maoist and taken to Teghri barracks in Attaria. She says that she suffered physical and mental violence there.  

Phulmati became a widow at the age of 26. Raised two children. Received 10 lakh rupees in the name of support from the government. That money helped some but  didn't have much meaning in front of her husband's  . His demand was that the killer should be punished rather than money. Now that hope is also dead . 

In remembering her husband's , Phulmati remembered two things. One shop in Pahlwanpur, another radio . She says, 'Even today, I feel scared when I hear the radio playing somewhere.' The story of Krishnadevi Chaudhary of Kailali is also not different from that of Phoolmati . Her husband Vinod Chaudhary was abducted on 27th of February 2015 while going out for work. At that time, Vinod was Kailali's permanent teacher of Shiva Pravika.

From February 27 to June 15, Vinod was kept in the Teghri barrack until that time, Krishna also met him by taking food and clothes. But on the night of June 16, she said that she disappeared from the barrack saying that she would be transferred. He was there until June 15. But on the night of the 16th, they were told to transfer from there. We didn't even know it was taken. We got to know when his friend Anil Choudhary told us that he lived with him . They took him blindfolded," she said.

She said that after 19 years of his disappearance, she performed her husband's last rites 4 years ago on the advice of her relatives. She has not received anything from the government in the name of support. "It would have been easier if one person in the family had been arranged for employment," she says. His son, who was 3 years old when his father disappeared, is now 25 years old.

Laxmidevi of Kanchanpur waited 23 years for her daughter Parloti. 058 Parloti who went to school on 13th of February did not return home. She was 15 years old and went to school that morning as usual. When he did not return till evening, the parents started searching . The daughter was not found but the family got the information that she was kidnapped. On the third day of the abduction, on February 16, the parents reached the district administration office Kanchanpur appealing for a search. However, nothing was found. Since then, even after reaching the National Human Rights Commission, Maiti Nepal, INSEC, prisons and headquarters, Lakshmi has been suffering but has not been found.

'The daughter who went to school well in the morning was kidnapped from school. After that, while searching, we found out that it is in the army barracks . We were not allowed to go there,' she says, 'They used to say how many days we were here, but later we didn't know where they took us.' Even after 23 years, Lakshmi still remembers that day.

She still hasn't given up hope that her daughter will return. "I don't think my daughter has passed away." It seems like sometimes Tuplukka comes and calls her mother,' said Lakshmi crying. He complains that despite repeatedly requesting the government about his daughter's condition, he only got assurances. She has not received anything else from the government except 2 lakh compensation. Lakshmi says that she needs a daughter instead of relief.

Phoolmati, Krishna and Lakshmi are only the representative characters . The condition of all the families of those killed, missing and mutilated in the armed conflict between the state party and the then Maoists is almost the same. In January 071, the Truth and Reconciliation Commission and the Investigation Commission of Disappeared Persons were formed. But the state could not fulfill the purpose with which the commission was formed. 

Khadakraj Joshi, Head of Sudurpaschim Province of Informal Sector Service Center INSEC, says that the Commission has not been able to do anything for the conflict victims. "The Commission did not work honestly". For whom it was formed, the victims of the conflict raise their voice against them,' Joshi expresses doubt, 'There is no hope that this commission will work for the real victims.' According to INSEC data, 1,682 people have been affected by the armed conflict in Far West. Out of which 1 thousand 558 people have lost their lives and 59 people have gone missing. Similarly, 65 people are disabled. 1 thousand 473 men and 209 women are affected. In

conflict  Kriti Choudhary, president of the National Conflict Victims Women's Network Kailali, says that the government should provide guardianship to women who have been subjected to violence and sexual violence. "Even now, the women who suffered from violence have not been able to rise above that incident," she says, "women who have been subjected to sexual violence are suffering from serious health and mental problems." 

According to him, after knowing that they have been subjected to sexual violence in the conflict, the victimized women are also experiencing violence from their families . She says that the government cannot avoid the problems and issues of the conflict victims.
