After almost 3 and a half months, the meeting of the Karnali Provincial Assembly started from Monday. The entire time of the fifth meeting of the second term of the Provincial Assembly was spent by the party leaders in making accusations. Jeevan Bahadur Shahi, the leader of the ruling Congress parliamentary party, warned that he would leave the government.

"You should stay in the holy alliance, we will leave the government," he said, targeting Chief Minister Yamlal Kandel, "If we leave the government, there will be action, I am ready to face it, I will not sit in the government to endure injustice."

His dissatisfaction was about the non-implementation of the 8-point agreement made last June. He said that if the agreement is not implemented, there is no point in being in the Congress government.

In the said agreement, not to implement the budget that comes with the name of the individual, the name of the private firm, to proceed with the construction work by determining the priority of the sequential and multi-year plan, and to control the piecemeal plan .

At that time, when Chief Minister Kandel was the leader of the opposition party, Shahi also raised questions about his working style as it was agreed on his own initiative. Similarly, the leader of the Maoist parliamentary party, Rajkumar Sharma, accused Chief Minister Kandel of dishonesty.

'Government is not a place to be arbitrary, but the work of the Chief Minister is showing the arbitrary system of the government,' he said, 'Such a trend does not benefit the government or the people.' She complained. Likewise, all the MPs who spoke in Tuesday's meeting spoke only about political matters.

Most of the meetings of the Karnali State Assembly are focused on accusations and counter-accusations between political parties. "Parliament is a place to talk about people's problems, to put pressure on the government for solutions and to accelerate the creation of laws," said advocate Durga Prasad Sapkota, "but in Karnali, Parliament's important time is being spent on one thing being cut by another MP."

He accused the parliamentarians of not talking about earthquake victims, flood victims, poor citizens and others for a long time . INSEC Karnali Province Coordinator Narayan Subedi accused the MPs of not knowing about the law to be made by the Provincial Assembly. Said that time is spent.

``The laws that should be made regarding people's livelihood have not been made, at least the voters would have been comforted if they had spoken about the people's issues as well  No," he said, "Neither the parliamentary committees have been able to draw the government's attention to the problems of the poor, minority and marginalized communities.

Karnali Parliament is becoming businessless since its first term, says civic leader Pitambar Dhakal. He says that the main reason why the Karnali Parliament is not functioning is because of power struggle. The Karnali State Assembly has made 7 laws so far.

Out of which 4 laws are related to the state assembly and only 3 are of public importance . Deputy Speaker Yashoda Neupane said that efforts are being made to give enough business to the Parliament meeting this time. According to him, 3 parliamentary committees, which have been leaderless for a long time, have been completed on Wednesday.

Vindman Bista of the Maoist Center has been elected as the chairman of the Public Accounts Committee, Purna Bahadur Khatri of the Nepali Congress as the chairman of the Social Development Committee and Dakshinakumari Shahi of the CPN-UML as the chairman of the Finance and Natural Resources Committee. The Secretariat of the Provincial Assembly said that after only 1/1 candidate was nominated in all 3 committees, they were unanimously elected.  According to the

secretariat, 100 parliament meetings have been held so far in the second term. According to which, 15 meetings were held in the first session of the Karnali Parliament, 39 in the second, 11 in the third, 33 in the fourth and 2 meetings were completed in the fifth session till Wednesday.
