Shitganga Municipality has sent a request letter to the Chief Minister's Office of the Lumbini State Government to resolve the border dispute between Kapilvastu and Arghakhanchi rivers. Disputes over river products have been ongoing for years in Shivraj municipality of Kapilvastu and dozens of rivers including Sukbel river and Chorkhola bordering Shitganga.
When a contract is made for river products, disputes are created by both parties accusing each other of destroying the river. Shitganga Municipality Information Officer Numalal Khanal said Shitganga Municipality Information Officer Numalal Khanal said Shitganga Municipality Information Officer Shitganga has recently claimed Shivraj's territory and created obstacles by claiming his land for the Arghakhanchi to extract gravel and stones from Sukbel river. "Contracts were being done in Sukbel since its existence, now there was a dispute when Shitganga called for the contract," he said. It has not been decided yet.' He said that it should be maintained on the basis of usufruct rights to facilitate the drainage of river products. Khanal said that Shitganga has now awarded the contract at the place where the contract was invited even when it was an old structure. Khanal said that due to this dispute, the municipality suffered a loss of 25 million rupees this year.
'The border should be decided on the basis of customs,' Shitganga city chief Chhabilal Paudel said, 'Since 2055, we have signed a contract in the same place where river products were extracted from the river. Shivraj of Kapilvastu created obstacles.''The parliamentarians and political leaders of the two districts held frequent meetings, but the problem could not be resolved because of their territorial claims. Paudel said that the land which belongs to Arghakhanchi, has part of the land, is forest registered, because Kapilvastu claimed the land as his own.
Surai Khola, Bhangla Khola, Musia Khola, Banganga Khola, which are bordered with Kapilvastu along with Sukbel and Chor Khola, sometimes there are disputes claiming territory. Where both eyes reach the river products on the border.
Arghakhanchi Member of Parliament Ramji Prasad Ghimire argues that the municipalities of both districts should enter into contracts based on the custom and should not break the pace of development by creating disputes. He said, "The eyes reached the river products, which created a problem." One should not create a dispute for years on the same issue, the problem should be solved by sitting and discussing.
Kapilvastu State MP and Lumbini State Forest and Environment Minister Arjun KC has shown proactivity to solve the border dispute once and for all. "When the border dispute between the two districts continues, we should not create a problem in the extraction of gravel and stone," he said, "We should move forward by looking at the map and keeping it in accordance with the geography of the area. We are in discussion, we are hoping that the problem will be resolved.'
Arghakhanchi's Shitganga Municipality has signed a contract for the extraction of gravel and stone worth 27 million rupees in Sukbel River last February. Where there is an agreement to extract 9,450 cubic meters of river material. A contract worth 14 lakh rupees has been made in Chorkhola. From where an agreement has been made to extract 3 thousand 100 cubic meters of river material. Shivraj has banned the extraction of the land of the river where the same contract is held. Shivraj obstructed Kapilvastu's export through geography.
Ajay Thapa, head of Shivraj Municipality, said that Shitganga did not allow the river products to be picked up when the contract was made due to its geography. He argues that if Shitaganga had not signed a contract with us, there would have been no dispute. "Sukbel river is visible in Kapilvastu," he said, "When Shitaganga called for a contract on our property, a problem was created."
