Speaker of Lumbini Province Tularam Ghartimagar has said that serious questions have been raised about federalism and provincial structure. Arriving in Rolpa on Saturday, he claimed that in a press conference organized by the Federation of Journalists, questions were raised about federalism, the state and the local level. He was elected as a member of the Lumbini State Assembly from Palpa.

He said that during the 7 years since the establishment of the local and state structures, the lack of staff at the state and local levels had an impact on the development plan. He said that it would be better if the provincial government is monitored by the local level as well.

The provincial government said that they should be concerned about whether the allocated budget has been spent or not and about the work of physical infrastructure.

He said that the Parliament will bring an Act from the House rather than an Ordinance. It has only been 7 years since the state assembly came. People are gradually getting to know it. The government that reaches the villages is the provincial government. The State Assembly is the place to formulate the main policy of the state government,' he said.

He said that he had to go to the federal structure to work in favor of oppressed groups. He said that the population of Magar and Tharu in Lumbini is 14/14 percent. He said that the provincial government is weak in service delivery due to few manpower and resources. He mentioned that only half of the 5000 employees in the province.
