Mirchaiya, the old and main commercial center of the district, which is suffering from smog due to the expansion of the east-west highway, is now suffering from the problem of inundation. Due to continuous rain, water has accumulated in different places of Mirchaiya. Residents and businessmen have been hit by water entering their houses and shops.

There has been a problem of flooding in Mirchaiya for years. Because of this, the residents have been suffering financial and material losses every year. "Water enters the shop, it also enters the house," he said done However, the problem of flooding remains the same. 

In order to solve the problem of inundation in the long term, a surface sewer was constructed at a cost of 365 crores. In partnership with Asian Development Bank (ADB), Water and Sewerage Department and Mirchaiya Municipality, a surface sewer has been constructed at a cost of 363,361,571 rupees.

15 percent of the municipality's budget was in this, while the remaining 85 percent was from ADB. In the Mirchaiya section of the East-West Highway, 6 and a half kilometers of sewers have been constructed from Jiva river in the west to Bataha river in the east, and from Katari Chowk to the water supply office in the north, and from Katari Chowk to Matierwa Chowk.

Bkoi Builders Yogi JV, the construction company that got the contract for the construction of surface sewers, started the work from 20th January 2076 and completed the work in October 2079 after extending the deadline twice. The residents of Mirchaiya thought that after its construction, they would get rid of the main problem of flooding forever. However, it was not as expected by the locals.

Even though it has worked in some places, most of the places are not being able to drain the water from the surface sewers. "We were very happy when such a big budget work started," said local Rajkishore Sah, "we thought it would end the problem of flooding, but the situation is still the same." He says that the surface sewerage is not working.

Mirchaiya's Shubhesh Yadav also agrees with his statement. "So much government money was spent to solve the problem of flooding in the long term," he said, "but it was only natural that this happened when the money went to the people's representatives, employees and contractors." Locals have also demanded that it be investigated and those involved should be prosecuted saying that it is a widespread irregularity. "There has been a scam of millions," says local Rameshwar Mahato. Lakhs of rupees were withheld. However, in the current financial year 2080/81, the municipality has already paid that amount to the construction company.

Municipal engineer Nandan Thakur told Kantipur, 'After we withheld the bond, the construction company filed complaints and lawsuits against the municipality, but we did not give it is According to Engineer Thakur, there has been a problem in the lining of the Hrium pipe. However, in the last financial year 2079/80, the said payment has been made to the construction company.

Since all the work has been completed and handed over to the municipality, the project management office Itahari has said that the municipality should answer this matter instead of them. Bishnuranjan Baral, Chief Administrative Officer of Mirchaiya Municipality, also admits that the surface sewers are not working. However, he claims that this problem may have occurred because the garbage was accumulated in the sewer and could not be cleaned.

After the end of the rainy season, he said that the problems in the sewers will be identified and efforts will be made to solve them. Shravan Yadav, the mayor of Mirchaiya Municipality, claims that the problem is due to the pits dug during the expansion of the East-West Highway. He claims that this situation will end after the completion of highway construction.

'The Chinese contractor has randomly dug the sewers, due to which the ground is visible in some places and the sewers are above,' he said, 'that's why there is such a problem because the water cannot enter the sewers, this problem will disappear after the completion of the highway.' Even though it is a big investment project, Homanath Koirala, the owner of Bkoi Builders Yogi JV, tried to contact him repeatedly to understand why such a problem was seen.
