It has been almost 58 years since Prem Bahadur Budha, 68, of Turmakhand Rural Municipality-4, heard the discussion of the Chisapani-Jangalghat-Mangalsen road. Panchayat leader of Achham, Hari Prasad Bhandari, while developing the concept of Chisapani-Jangalghat-Mangalsen road in Kailali, carried a jeep from the same road to Mangalsen headquarters on 24th Chait 2024.

After asking to bring a jeep from this road, Prem Bahadur reached a place called Baskanda from Jungleghat. Since that time, he has been listening to the talk of vehicles coming to Achham.

When Prem Bahadur was 10 years old, he saw the car coming with him. Now he is 68 years old. But according to the concept of Panchayat leader Bhandari, the roads here have not been completed. Now no one has to walk to Malwar (Terai). The road will be built here. He expressed hope that the car will run, but now he is getting old while hoping that there will be work,' he said. But there is no certainty when it will be built.'

Many of his age group heard the talk of this road, saw that it was carried by a car. But then he never saw the car running . According to Prem Bahadur, many of his generation have died without seeing the road being built and the vehicle running. 

'Many of those who helped to carry the vehicle wanted to see the vehicle moving. But their dream remained incomplete . We survivors are also in the latter part of life . I wonder if the car can't be seen moving.

A contract has been signed to connect Turmakhand Rural Municipality of Acham in Sudurpaschim Province and Panchapuri Municipality of Surkhet in Karnali Province to build a concrete bridge over the Karnali River. But the construction process has not progressed.

During the time of the then Prime Minister Sher Bahadur Deuba, a contract was signed with Lama Construction on the 8th of July 2078 by making a ministerial decision. Before that, the concrete bridge that was to be constructed at the border of Achham and Surkhet due to Karnali Hydropower was obstructed due to the problem of inundation due to the fact that the height of the bridge should be increased or the bridge should be moved to another place.

If the bridge is built at Jangalghat, this bridge will be the third bridge to connect the two provinces after the concrete bridges of Chisapani and Belkhet. For concrete bridge construction  Dambar Bisi, Chairman of Turmakhand Rural Municipality, said that despite the construction of a road from Achham side to the construction site to facilitate the transportation of goods, the work has not progressed.

'It has been a year since the agreement to build the concrete bridge has been completed . So far, not even 10 percent work has been done," he said. "We are facilitating a lot so that the road should be operated to connect the inter-province and have a historical concept. But the construction site does not seem to be working.'

Garitand - Baskada  Dambar Bisi, the chairman of Turmakhand rural municipality, said that although the road work is being done smoothly, the 76 km road from Turmakhand to Chisapani road section is not working as expected.  It's not that there is no work on the road. Hasn't been fast either . The process of concrete bridge to be built at Jungle Ghat has just started . The work has not been done,' he said .  According to Lama Construction Engineer Manoj KC, who has been entrusted with the construction of the bridge, the foundation work has only started. There is a budget of 145 million 51 million for building a concrete bridge . He said that although the work was started by transporting the goods from Achham, the work was delayed due to geographical difficulties and the need to transport the goods via a long route.

'We are thinking whether the work of the foundation near Achham will be completed before this rain . But now I don't think it will be possible," he said, "We have to transport goods from a 200 km long route. There is no mention of shipping using such a long route in the contract . It is uncomfortable to work in a remote area.

He said that even though the locals showed interest and support for the construction of the bridge from Achham, there was no support from Surkhet.  Turmakhand Rural Municipality of Achham has widened the road up to the place where the bridge will be built so that it is easy to transport goods by big vehicles. But it is difficult to do foundation work towards Surkhet . Cannot be transported by large vehicles .

Lalbir Bhandari, the head of Panchapuri Municipality of Surkhet, said that the work of widening the road for the bridge to be built over the Karnali River to connect Achham and Surkhet has started. "This bridge is as important to us as it is to Achham". The construction company is delaying the work . It's just an excuse that there was non-cooperation," he said. "We allocated 30 million budget to facilitate the transportation of goods. The widening work has already started 15 days ago.'
