Five people, including the then mayor and chief administrative officer of Karjanha municipality in Siraha, have been found guilty in the corruption case. A special court found them guilty on Wednesday in a case filed by the Commission for Investigation of Abuse of Authority.
Among those found guilty are former mayor Ganga Pasman, Chief Administrative Officer Jagdish Mandal, Acting Chief Administrative Officer Wise Danuwar, Accountant Praveen Kumar Mahato, construction businessman Baijnath Yadav.
After the hearing on Tuesday and Wednesday, the bench of special court members Khushi Prasad Tharu, Ram Bahadur Thapa and Muraribabu Shrestha decided to uphold the crime. A date of 10th December has been set for their sentencing. The authority filed the case on 14 Chait 080.
The municipality called for a contract in January 2078 for the construction of a building in Ward No. 5, which was pending in the court. Similarly, the municipality also provided Rs 1 crore 8 lakh to the contractor company. However, the contractor did not work accordingly. After that, a complaint was filed against Mayor Pasman and then Acting Chief Administrative Officer Jagdish Mandal. In this work, it was found in the investigation of the authority that the then city chief Pasman decided to call for bids and Mandal, who is the chief administrative officer, issued the notification.
Danuwar, the then administrative officer who came after Mandal, made an agreement. Similarly, it was seen in the investigation that Danuwar and accountant Mahato worked together. However, even though the contractor did not work, they were found guilty because they did not take the initiative to seize the security deposit within the period of the advance payment guarantee.
The special court has also imposed a fine of 18 million rupees on them. According to which, each person will have to pay a fine of 21 lakh 60 thousand.
