Nepal has made various preparations to raise the 'agenda' at the 29th Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) (COP-29). This will be held in Azerbaijan from November 11 to 22 (November 26 to November 7). Nepal is participating in the COP-29 conference under the leadership of President Ramchandra Paudel.

 

President Paudel will address the 'World Leaders Climate Action Summit', a high-level session organized on the occasion of the inauguration. In addition, Forest and Environment Minister Ain Bahadur Shahi Thakuri informed that Nepal is scheduled to conduct a separate high-level session under the leadership of President Paudel on November 13 to draw the world's attention to its agenda. The Government of Nepal has already received permission from the UNFCCC Secretariat to conduct a separate program in the conference hall.

According to Minister Shahi, a high-level meeting on "addressing climate-related damage and loss in mountainous areas" will be held at this conference.  It is said that representatives of the United Nations, heads and representatives of mountainous countries, heads and representatives of development and partner agencies, representatives of relevant agencies will participate in the meeting. In the program, Nepal has prepared to inform about the floods and landslides caused by unusual weather events in Melamchi, Mustang, Kanchanpur, Thame, Kathmandu valley and other areas and the damage caused by it . Informing that Nepal's preparation for COP-29 has reached its final stage, he said that a subject expert group has been formed for effective and successful participation in sessions, talks, discussions and technical sessions on related topics in the conference. 

In addition, Nepal has been fulfilling its commitments as a party to various conventions on climate change. Nepal is preparing and implementing a national adaptation program to be implemented by 2050. Last year, at the COP-28 held in Dubai, United Arab Emirates, Nepal organized a high-level meeting in the conference room under the leadership of the Prime Minister to draw the world's attention to the issue of Himalayas.

Nepal previously represented the then Prime Minister Madhav Kumar Nepal at the COP-15 held in Copenhagen, Denmark in 2009, the then President Bidya Devi Bhandari at the COP-24 held in Poland in 2018, the then Prime Minister Sher Bahadur Deuba at the COP-27 held in Scotland, United Kingdom in 2021 and In 2023, the United Arab Emirates participated in the COP-28 held in Dubai under the leadership of then Prime Minister Pushpa Kamal Dahal.

Forest Secretary Deepak Kumar Kharal said that the ministry has prepared national guidance for the preparation of COP-29 and acted accordingly.  Informing that the COP-29 conference will focus more on climate finance, he said, 'Furthermore, new policies, plans and programs should be decided to achieve climate goals, on the other hand, it has been decided that investment technology and capacity should be expanded to reduce the effects of climate. ' It is said that this conference will be important from the point of view of climate finance as it will finalize the topic of 'Climate Finance' and 'Carbon Credit' and also determine the source of funds.

Sindhuprasad Dhungana, head of the climate change management division of the ministry, said that Nepal has prepared a national position paper by taking suggestions up to the provincial level by creating legislative groups on carbon trading, mitigation, adaptation, gender equality, inclusion, climate finance, capacity development, transparency and good governance, and mountain issues. ; He informed that in the national position paper prepared by the Ministry for COP-29, the issues of loss and damage, mountainous areas and climate finance have been prioritized.

On November 5th and 6th, there will be a group preparatory meeting of LDCs, on the 9th and 10th there will be a meeting of the G-77 and China group, and Nepal will participate in the meeting of both groups.  Bimal Regmi, a member of the National Council for Environmental Protection and Climate Change Management, said that in COP-29, Nepal should take up the issue of the Himalayan region with priority according to its national needs and interests. "The impact of climate change in the Himalayan region should be addressed with priority, it is also indispensable for the solution of Nepal's climate crisis, other countries are less interested in it," he said.
