When taking a photo of the national identity card, it is not necessary to remove the signs or marks that reflect identity such as dress, vermilion, tika etc. While making national identity card mandatory for all citizens, the government was criticized for trying to erase the identity of Nepalis.
The National Identity Card and Registration Department has given this information by correspondence to all district administration offices, area administration and national identity card units. The department has published a notice and informed that when taking photos, you can wear any Nepalese dress you want, you don't have to remove vermilion and tika.
The department said that while taking photos for identity cards, they can wear clothes that reflect their culture and ethnic identity. Earlier, there was a lot of criticism through social media for trying to erase the special identity of Nepali people in the name of making the identity card compulsory. According to Yuvraj Kandel, director general of the department, the relevant authorities have been informed about it. As mentioned in the letter, when a person takes a photograph for registration of details in the national identity card, the photograph must be taken in such a way that the facial features and both ears are visible. The government has planned to provide services by connecting the national identity card to all services of the state. For that, in the first phase, it has been decided to add the social security allowance, health insurance and pension system to mandatory implementation of identity card in 66 districts. According to the department, the cabinet meeting on May 24 had decided to implement identity cards in 77 districts. According to the information published in the gazette on June 10th, it is mentioned in the gazette that children, those who cannot take care of themselves, disabled, helpless or senior citizens over 90 years of age will not be hindered from getting services even if they do not have an identity card.
The government has planned to gradually make identity cards compulsory for revenue-related personal income tax registration, driver's license and company registration and renewal.
