The government has put forward a strategy to make the use of National ID (National ID) mandatory for citizens to get services from the state. Not only the services that citizens get based on the number mentioned on the same card of the national identity card, but also the software that can be viewed by scanning all the financial and business transactions of a person in a QR code is being tested.
Yuvraj Kattel, director general of the National Identity Card and Registration Department, said that it has been decided to implement the system of renewal of social security allowance and pension through biometric verification from next July. It has also been technically tested. Now citizens of 77 districts who receive social security allowances and pensions will be able to do their annual renewal without having to go to the respective ward or municipality from the place that is convenient for them. Such an arrangement will limit the possibility of receiving double benefits of social security allowance and pension.
Currently, 3.8 million senior citizens across the country are receiving social security allowance. About 77 billion is spent annually for pension, according to the Department of Identity Card. After making the identity card mandatory, software has been developed to prevent the same person trying to get double facilities. The department aims to make it easier for senior citizens to receive pension and social security allowances. According to the
department, preparations have been started to officially recognize the details mentioned in the identity card in all areas including the company registrar's office, social security fund, banking transactions, passports, personal events, health insurance, internal revenue, telephone and SIM cards, vehicle registration and renewal. Since the identity card distribution system that started in 2018 could not be connected to the service, it has not been properly used for almost seven years. Director General Kattel said that a proposal is being prepared to develop the service affiliation system by placing the number of the national identity card in all the agencies of the state where the Nepali citizenship certificate is being used.
Kattel says that after any citizen carries the national ID card, all other ID cards will not be required. "There is going to be a strategy to use the national identity card in all areas of personal life," he said.
As the same card will be used in all agencies, the expenditure of billions of rupees which the state is spending every year to print cards by various agencies will be saved. A technical test has also been done by arranging a 'QR code' in the identity card so that the driver's license details can be viewed. The department said that the traffic police has developed a system that can check the vehicle license through the QR code on the identity card.
The department said that the software has been made so that all the details of the vehicle license can be viewed on the identity card and the driver can scan the QR code and pay the fine immediately in the field. The identity card can also be used to check whether a person's driving license is fake or genuine by scanning the QR code from the device with the traffic police. The proposal for driving license has been taken to the cabinet.
Identity card number is mandatory for making a new passport, but other agencies do not have that system now. Since last February, the system of obtaining an identity card number from the ward has been implemented at the time of birth registration. With this arrangement, the hassle of filling the same details and taking biometrics by the same person at each place will be removed. Among all the details mentioned in the national identity card, you can use whichever details you need.
When issuing a copy of a person's citizenship certificate, the process of software preparation has been started so that even the old citizenship details can be verified by biometric verification of the concerned citizen. Bank's KYC test can also be done through identity card. Similarly, arrangements will be made to allow the national identity card to be used as a health insurance identity card. Testing is being done to promote the national identity card as a health insurance identity card.
It has been decided at the home minister level to publish a notice in the gazette in accordance with the National Identity Card and Registration Act 076 so that the use of the National Identity Card is useful in all government or private sectors.
Kattel, director general of the department, has informed Prime Minister Pushpa Kamal Dahal in detail about the proposal. Preparations have been made to take some of the proposals to the Council of Ministers. "After it is passed by the Council of Ministers, the process for its implementation will be started," he said. During the budget statement of the financial year 081/82, Finance Minister Barshman Pun announced that land management, vehicle registration, vehicle renewal, driver's license, banking, pension management and health insurance will be included in the national identity card.
Department has made a strategy to make identity card mandatory in all the mentioned areas by dividing 77 districts into three phases and gradually implementing it. In the first phase, Group A has 28 districts including Kathmandu, Lalitpur, Bhaktapur, Jhapa. The department has prepared an action plan to be implemented in 38 districts in the second phase and in 11 districts in the third phase. At present, about 15 million identity card details have been registered across the country. According to the department, 37 lakh 54 thousand ID cards have been printed. Currently, 9,000 details are being registered across the country every day.
Software has been developed that can be used by all government officials to check the details of any person in case of need. "For example, the details of how many bank accounts a person has can be found easily," Director General Kattel said, "The state is going to arrange that all the information of its citizens can be obtained through the same type of technology. This technology will be able to see the details of the person based on the needs of the designated body of the state.'' But only that data will be provided to the agency that needs it.
According to the National Identity Card and Registration Department, 630,000 ID cards have been distributed across the country. The department has already printed 37 lakh 54 thousand identity cards. At present, identity card details are being collected through 175 stations of all district administration offices and 61 stations of 54 locality administration offices. The department has problems due to server down problems in some wards.
