Not only in Belauri area but also residents of other areas have not got loans by mortgaging land in the border area. From Bhimadat Municipality-9 Brahmadev, passing through Gaddachouki to Dodhara Chandni Municipality, Beldadi Rural Municipality, Belauri and Dokebazar of Punarwas Municipality, 129.5 km border is connected with India. But banks do not give loans against the disputed land as well as the other land. Around 5,000 families in 12 wards of 5 local levels connected to the border area are affected by this problem.
Generally, river and riverbanks and ravines, no roads, difficult to sell, legal hurdles, up to 6 months of registration, 2 years of cash register, 3 months of shareholding and land acquired by the government cannot be mortgaged. But the banks are afraid to mortgage even the land in the area where there is no boundary dispute because of the risk.
Nepal Rastra Bank has not determined any limit regarding the mortgage of land connected to Dasgaja. Assistant Information Officer of Rashtra Bank Dr. Bhagwat Acharya said that no procedure will stop them from keeping land mortgages connected to Dasgaja. People living in border areas are facing many problems not only debt.
Even now, the Indian Border Security Force (SSB) does not allow mining on the land of Lalpurja, stops the movement and enters the village with weapons. "But the river bank sometimes moves here and there, so the border can also move here and there," he said He informed that the border will be determined at that place. In 2018, the joint team started the survey work. He said that the survey was stopped due to local protests and corona infection.
After the joint team placed the border pillar in Jhilmila of Beldandi, the locals vandalized the pillar along with the barrier. After that, the residents of the border area formed a border concern group and met the then Prime Minister KP Sharma Oli, Chairman of Maoist Pushpa Kamal Dahal and Congress President Sher Bahadur Deuba demanding cancellation of the strip map. "The survey was stopped after meeting the Prime Minister and informing him of the situation," said Pallavaraj Bhatt, the coordinator of the Border Concerns Group.
According to him, Prakash Joshi, the then head of surveying department, presented a report in the discussion of the committee that according to the strip map, 120 bighas of Nepal's Lalpurja land was going to India. But now Dhakal says that even if the land is divided here and there, there will be no hindrance in enjoying the custom. According to the strip map, after the survey work is completed, after collecting the details of the land coming here and going there, and submitting it to the government, an action plan will be made for the management of the affected area.
