Most of the multi-billion budget programs started by the provincial government to transform Karnali have stalled here. The provincial government is not aware of the current status of some of these programs, while some programs are seen as ineffective. The change in the leadership of Tarantar's government has started to stall the ambitious programs brought by the previous government.

The Government of Karnali Province started the 'Mukhyamantri Rojgar Programa' from the financial year 076/77 to provide employment to the unemployed youth in the villages. About 6 billion rupees have been spent under the program so far. However, there is no data in the Chief Minister's Office about how many people have been employed at which local level and for how long from the said budget and program. The provincial government has said that the employment data cannot be ascertained because the local levels did not send the details. 

The ``Karnali Bright Program'' launched in the same financial year to make Karnali free from darkness has also been seen as unsuccessful. A budget of 1 billion 9 lakh rupees has been allocated for the bright program for 3 years. But barely 21 percent of the budget was spent and the budget was transferred for two consecutive years. The program came to a standstill when the federal government started expanding the national transmission line to villages. So far, not a single small hydropower project has been completed through this program of the provincial government. 

Civic leader Narendra KC said that with the change in the leadership of the government, ambitious programs are getting stalled and the people of Karnali are not able to feel the state government. "One government will bring a program, another government will not miss the budget due to political revenge," he said.

During the tenure of the previous parliament, the state government had allocated a large amount of money for programs such as bank account for daughter, safety for life, Karnali Orudat, chief minister employment program, integrated slum development, hi-tech nursery. But since the achievement of these programs is low, the budget allocation has stopped in recent years. 

Under the Chief Minister Employment Program, the government allocated 90 million rupees in the financial year 076/77 to provide employment to 1.26 million people in the first year. In which the government allocated Rs 63 crore to be spent on wages. According to the data of the Office of the Chief Minister and Council of Ministers, 3 billion rupees have been frozen out of the 9 billion allocated for the program so far. Raju KC of Chaurajahari Municipality-8 in Rukum West said that when there is 1/2 month left to the end of the financial year, there are only piecemeal plans such as general road maintenance, drain cleaning, weed removal, and plowing. In the budget of the current financial year, the previous government allocated 1 billion 500 million rupees for the construction of the Karnali Samriddhi Abhiyan project to provide employment to at least 10,000 youth annually to solve the unemployment problem which is the main problem of Karnali. The outgoing Chief Minister Rajkumar Sharma took the first decision to provide employment to 10,000 people when he took charge of the Chief Ministership last year. According to the announcement made by the Chief Minister, the Cabinet meeting on January 4 last year also formed a working group to implement the decision to provide employment to 10,000 youth annually. But the program has not yet been implemented. A secretary of the chief minister's office said that after the formation of the new government, that decision has been overshadowed. 

Similarly, only 21.89 million rupees have been spent so far out of the 1.9 billion budget allocated through the Karnali Bright Program. In the previous 2 financial years, most of the budget allocated for the bright program was diverted and spent on other topics. Funds were allocated for 19 micro and small hydropower projects under the program, with the office of the Chief Minister and the Council of Ministers providing the budget and implementing them at the local level. But when consumer committees do not work according to the agreement, the progress is like zero, said Prem Bahadur Oli, an engineer at the Ministry of Water Resources and Energy Development. According to him, small hydropower projects have also been stalled due to lack of staff. About 10 crore rupees have been allocated under the bright program in the current financial year. 'How can we work with that small budget?', he said, 'Even though there is an allocation, all the budgets are frozen due to the lack of staff.' Despite the allocation of rupees, about 80 percent of the budget is frozen every year, according to the data of the State Treasury Controller's Office. Last year, the government sent 233 million rupees to the local levels to build 650 houses. But only 150 houses were completed. 

The Karnali state government launched the bank account daughter's, security for life program from Kalikot with pomp for the golden future of the girls from the financial year 2076/77. But this program, which was considered very popular at the beginning, has now stalled. All the girls born since July 2067 have been made to participate in the program. For that purpose, accounts of about 17 thousand daughters of Karnali have been opened, but the amount has not been deposited in the account since 2 years. According to the Ministry of Social Development, about 19 million rupees have been spent for the program so far. This year too, the government has allocated 25 million rupees for the program. 

Bhima KC of Musikot Municipality-3 in Rukum West has opened a bank account in the name of her 2 daughters who were born since 2078. "Yes, for my daughter's future, the state government would deposit money every year," she said Women Development Inspector Bhavna Shah said. 

The provincial government's 'one constituency, one hi-tech nursery' plan has also been limited to paper. Such a concept was introduced to make Karnali self-sufficient for the production of fruits and vegetables. For this, 18 million rupees have been allocated in the financial year 2076/77 with a plan to build 24 hi-tech nurseries in 24 constituencies. But since the freezing of Rs 158.6 million in the same year, there has been no budget allocation for this program. Although 4 local levels have built nurseries with the help of the provincial government, the investment has been wasted as it is now stalled. 

Pitambar Dhakal, the former dean of Midwest University, said that even though some programs were 'duplication' of the federal government, they were not successful. "Neither appropriate structure nor effective monitoring mechanism for program implementation, lack of staff from the beginning," he said He said that he is going to continue the good program. "The provincial government has invested in that plan for the past six years, so we are trying to continue it by strengthening the implementation mechanism and legal provisions," he said, "The government is also an unbroken successor organization, now those programs continue according to the needs of the province."
