The construction work of Madan Bhandari highway connecting east-west to Surkhet West has been delayed. Due to frequent disputes, the work of this section is being delayed. The construction work has not been able to speed up due to the obstruction in the construction in the western section. One dispute after another has hindered the work.

The deadline for the section from Vidyapur to Balde of the western section has been fixed till 16th February 2082, while the deadline from Balde to Lagam has been set till 13th August 2084. The initial budget of the project is 1 billion 21 crores. Similarly, the eastern section has a budget of 1 billion 36 million. The construction of the former section was supposed to be completed by 2078, but since the work was not completed within the specified time, the deadline has been extended to the middle of August. So far, 1.3 billion has been spent on it.

Last time, the locals obstructed the Bijaura of Gutu-Balde section under the highway. There is a dispute in about 1300 meters from Hospital Chowk in Bijaura through Bijaura Bazar to Dufela. According to the DPR, the locals obstructed the construction of the road saying that the Bijoura market itself would be displaced.

It is mentioned in the DPR that the road will be connected from the local hospital chowk to Dufela via Bijourabazar. Along with the market, some people's land is also on the road and the locals have said that they have obstructed it. 

Top Bahadur Bisi, the ward chairman of Choukune rural municipality-4 informed that if the road is to be constructed according to DPR, many locals will have to be displaced. According to him, if the road is taken here according to the DPR, two dozen houses will be displaced. "If the road is built according to the DPR, I should also be displaced." He said, "About eight acres of my land will be destroyed by the road." Locals demand that instead of displacing the people, the highway should be diverted from somewhere else.' He said that the locals said that the Dufela road should be taken from the south of Bijoura School through the edge of the hospital.

Since then, Madan Bhandari Highway Planning Office Surkhet has been saying that instead of turning the national highway, it should be built as short as possible. According to the demand of the locals, the highway will have to be diverted by 2 kilometers when the road is diverted. An all-party discussion was also held to remove the obstruction and construct the road at this place. But so far no agreement has been reached. Engineer Oli of the planning office said that there is no condition to take the road from other than the DPR of the highway. He said that the work could not proceed because this problem could not be solved. The work has been stopped due to a dispute in 1300 meters. Engineer Oli said that someone has come to a local consensus. He said that this dispute will be resolved as it is being discussed. 

There was a dispute at the DPR stage in the western section. In this section  There was controversy from the beginning. Initially, the locals in Barahtal and Panchapuri obstructed the DPR stage. In Barahtal's Baddichaur, Panchapuri's Baraiche and Dulalathai, the locals did not allow the road survey to be done. The problem was solved only after a long effort . In this section, another controversy also started . In the section from Baddichaur to Khambagade, the work was stopped due to the dispute over the removal of trees on the road. The work of this section could not be done for a long time due to not getting permission to cut trees. This also delayed the road upgradation work . 

The 13 km road from Baddichaur to Khambagade is being worked on by the Directorate of Physical Infrastructure under the Karnali State Government. The state government is working with the consent of the central government. 10 km from Khambagade to Palaite, Chature, Vidyapur and 15 km from Balde to Betan and Lagam, 25 km is being managed through contract management.

Engineer Oli said that the remaining 22 km road from Bidyapur to Balde is being worked on in 2079 through contract management. Construction of drains, widening of roads, construction of culverts are being done. About 30 kilometers of roads from Lagam Bazar to Palpaghat via Dhanrash, Dhamisen are yet to be ensured. Everything including DPR has been done  is . Due to the lack of budget management from the government, contract management has not been done.

Under the Madan Bhandari Highway, there are about 90 km of road in the western section of Surkhet. The highway connects Baddichaur of Barahtal Rural Municipality to West Benighat.
