Parliamentary committees called 'mini parliaments' are considered to be the main mechanism for ensuring policy debate, monitoring of the government and public accountability within the parliament. Looking at the activities of the parliamentary committees of the province, they seem to be active. But the achievement and effectiveness of his meetings are questioned. Elsewhere, the number of parliamentary committees has been increased by sharing shares between the ruling and opposition parties.

The parliamentary committee formed almost 10 months after the start of the second term of the Koshi state assembly has not been able to show remarkable achievements even after eight months of formation. Some people have accused this committee of only working as a 'salary digesting fair'.

According to the Parliament Secretariat, the Public Accounts Committee has held the most 48 meetings . Justice, Administration and Legislation Committee and Natural Resources and Infrastructure Development Committee 33/33, Social Development Committee 26, Good Governance and Planning Committee 24, and Finance and Industry, Tourism and Environment Committee have met 22/22 times .

Out of 96 MPs, 86 are in the parliamentary committee. They have received only about half of the 20 million rupees allowance for the total of 250 meetings . In the schedule of MPs' Service Facility Act, MPs of the Committee have been receiving Rs 1000 and Rs 850 and Rs 200 separately for the allowance of each meeting. There is also a provision of separate allowances for employees who participate in committee meetings. 

'Looking at the number of meetings, they seem to be active, but their effectiveness is being questioned,' says Niroj Dhakal, information officer of the Parliament Secretariat, 'The committee should be active even at the floor of the House, but here, when the House is closed, the committee also becomes inactive.'  The

committee has discussed and monitored some issues. For example: The Economic Committee seems to have discussed with the Finance Minister and Secretaries about budget implementation, revenue planning and priorities. The Public Accounts Committee is studying the Auditor General's report and has asked for a reply from the relevant body. Similarly, the Social Development Committee has inspected Solukhumbu, Okhaldhunga, Khotang, and the Justice, Administration and Legislation Committee has passed a bill related to local government services.

But all these initiatives are limited to paper formalities . There is no direct communication from the committees to the people.  Issues of public concern such as education, health, unemployment, inflation, Dalit and women's rights, implementation of federalism have not become the agenda of the committee. "Meetings and allowances are discussed more than the content of the meetings," said a committee member. 

Public Accounts Committee Coordinator Rajan Kirati (Maoist), Justice and Legislation Committee Coordinator Kamala Darnal (UML), Good Governance Committee Coordinator Khageshwari Paudyal (Congress), Social Development Committee Coordinator Gayanand Mandal (Congress), Industry Committee Ramdev Yaval (UML),  Hom Bahadur Thapa (UML) of Infrastructure Committee and Coordinator of Finance Committee Vinod Rai (Congress) are holding the leadership. But analysts comment that the committee has become ineffective due to the lack of will and seriousness of the leader.

To make the provincial government responsible and accountable to the provincial assembly, various thematic committees have been formed to monitor and evaluate the activities of the government and give necessary instructions or advice. However, apart from some committees, others have not done anything other than discussing the bill received from the House and submitting it to the House. Some of the committees have to wait and see to reach the quorum to hold a meeting.

According to the Chairman of the Provincial Affairs Committee, Tshiring Dorje Lama, the parliamentary committee is seen as inactive when the government does not provide the necessary business to the House and the parliamentary committee. The state affairs committee did not get a single bill for discussion last year. We have formed a sub-committee and given leadership to women MPs and are also testing the answer bill. Since the government has brought many bills related to the Finance and Development, Social Development and Agriculture Committees, the two committees are especially active in the discussions on the bills. The Public Accounts Committee has been calling the relevant ministers, secretaries and agencies for a discussion on the annual report of the Auditor General and giving instructions. The role of the Provincial Affairs and Law Committee, which has the jurisdiction of the Provincial Public Service Commission, Office of the Chief Attorney, Human Rights, and Good Governance, is somewhat less compared to other committees . Since no specific bill comes from the office of the Chief Minister and the Council of Ministers and the discussion takes place only on the issues of the bodies that have jurisdiction, the activity of this committee is less than others.  Since the establishment of
