Minister for Agriculture, Forest and Environment Geeta Chaudhary has formed a five-member task force to investigate agricultural and livestock subsidies that have flowed since the fiscal year 2072/73. The task force, coordinated by Joint Secretary Badri Prasad Dahal, has been given a deadline of six months to submit a detailed report to the ministry.
The task force has reviewed old reports and recommended appropriate steps for improvement by assessing the situation of subsidy misuse. The government has been running various subsidy programs every year for agricultural production growth and commercial agriculture in the agriculture and livestock sector, which contributes about 25 percent to Nepal's GDP.
In the past years, there have been allegations of ineffectiveness, saying that the subsidy amount has not reached the real and marginalized farmers and monitoring has been weak. The task force's terms of reference (TOR) also includes the issue of identifying payments where subsidies have been misused by reviewing old reports. The task force has been mandated to conduct a gap analysis with examples of good practices in the case of systems that appear to be effective and make necessary recommendations, and to assess the situation of grant misuse and recommend appropriate steps for improvement.
The task force is required to submit its progress report to the secretary of the ministry at least twice a month or more often as needed.
