Minister for Energy, Water Resources and Irrigation Biraj Bhakta Shrestha has suggested that the Acting Executive Directors and Deputy Executive Directors of the Electricity Authority (NEA) should formulate a clear action plan to effectively implement the budget for the coming fiscal year and immediately start implementing it.
In a discussion organized at the NEA, Minister Shrestha stressed that the projects and programs included in the budget should be completed within the stipulated time frame and said that the ministry would take necessary initiatives to resolve policy and administrative obstacles that arise during implementation. He opined that the NEA management itself should take the lead in implementation.
Stating that the government has allocated sufficient budget for the coming fiscal year by prioritizing the construction of transmission lines and substations and other infrastructure, Minister Shrestha suggested that subordinate bodies should be mobilized with an action plan so that the projects are completed on time.
Minister Shrestha urged the NEA officials to make maximum use of their long experience, skills and capabilities, pointing out the need for not only identifying the problem but also concrete proposals for solutions from the management level.
‘Rather than debating what happened or why it didn’t happen in the past, my focus is on how to move forward now,’ said Minister Shrestha. In the discussion, the deputy executive directors presented progress reports on projects and programs under their respective areas of responsibility and informed about the upcoming work plan.
They also informed that they are preparing to prepare a detailed work plan by Asad 15 to make budget implementation systematic and submit it to the board of directors.
