The Ministry of Information and Communications has formed a committee to study and investigate the alleged financial irregularities, procedural weaknesses and violations of financial discipline in the public service broadcasting organization. The ministry has stated that it has formed a committee for an independent and factual study based on complaints filed with various bodies, reports of the Auditor General's Office and issues of public concern for its internal information purposes.
The coordinator of the formed committee is Engineer Dr. Abhash Maskey, while Umesh Rupakheti, Tikaram Karki and Navin Kumar Mishra have been appointed as members of the committee. According to the ministry, the public service broadcasting organization has been continuously entering into rental agreements with foreign satellite bandwidth service providers since 2002 to broadcast its channels via satellite. Questions have been raised in these agreements regarding adding channels from time to time, converting from Standard Definition (SD) to High Definition (HD), entering into supplementary agreements and decisions related to equipment procurement.
Complaints related to these issues were filed with various bodies. In addition, issues such as procedural irregularities, unnecessary financial burden, non-competitive agreements, violation of financial discipline and conflict of interest were raised in the annual reports of the Office of the Auditor General, materials published in the media and complaints received through various channels.
The ministry has formed a committee with a mandate to study all these issues and submit a report with suggestions within 21 days. The ministry has given the committee the responsibility of studying past agreements, service expansion, technology conversion and equipment procurement processes related to satellite service procurement and management and submitting a report with necessary suggestions.
