Stakeholders suggest that the deadline should be extended by at least three years as the work cannot be completed within the stipulated time. The DPR for constructing a 'toll plaza' in Farsidol has not been amended.

Although the deadline for the Kathmandu-Terai/Madhes Fast Track (Fast Track) is only until Chaitra 2083, there is no plan to complete the work during this period. Since the work will not be completed within that time, the concerned bodies have suggested that the time should be extended by at least three years. So far, the physical progress of the project construction is 48 percent.
The Council of Ministers had decided on 21 Baisakh 2074 to hand over the responsibility of managing the construction of the fast track to the Nepali Army. Later, the Ministry of Physical Infrastructure and Transport (currently Infrastructure Development) handed over the project to the Army on 27 Shrawan 2074. Accordingly, the work should have been completed by Mangsir 2081. Since the work could not be completed within that time, it was decided to extend the deadline for the first time until Chaitra 2083. Since the work could not be completed even during this time, preparations are being made to extend the deadline for the second time.
Arjun Jung Thapa, a member of the National Planning Commission, said that the work cannot be completed without extending the deadline. ‘There is talk of extending the deadline, it must be extended by two to three years, otherwise the work cannot be done,’ he said, ‘but the project office should urge construction entrepreneurs who are not working to speed up the work.’ The expressway is being built in four lanes. ‘The expressway is being built in two lanes on the right and left,’ he said, ‘Two of the four lanes should be operational within the next two years.’ He said that even if the cost of the project does not increase, the work cannot be completed without additional time.
The dispute over the 6.5-kilometer section of the Khokana section under the project has not yet been resolved. The government has not yet been able to decide on the construction of a ‘toll plaza’ in Farsidol. Due to which work has not been able to be done in the Khokana section of Lalitpur. For this reason, the commission has stated that the project time needs to be extended.
Although it was said that the work on the remaining section of Khokana in Lalitpur would be started by putting aside the dispute over the 3.2-kilometer section, the Detailed Project Report (DPR) of that section has not been revised yet. The DPR is stuck in the Ministry of Defense. During the then Sushila Karki-led government, the Ministry of Defense had sent it to the Council of Ministers to take a decision on this, but no decision could be made.
After the Khokana dispute had not been resolved for years, the previous Prime Minister Karki had instructed to move forward with an alternative plan on 5 February. Accordingly, a toll plaza (toll collection house) should be built in Farsidol, 3.3 kilometers from Khokana. For this, a decision on the revision of the DPR should be made by the Council of Ministers. The DPR mentions that a concrete bridge will be built to connect Dukuchhap-Farsidol.
The Ministry of Defense has stated that the proposal for the revision of the DPR submitted through Prime Minister Karki has been returned without a decision. At that time, as per the statement that the work would be taken up quickly, a proposal for a DPR amendment was submitted, but no further progress was made, said Secretary of the Ministry of Defense Kedarnath Sharma. “The original DPR is with the ministry, we are ready to send it,” he said. The extension of the project deadline is linked to the DPR amendment, and after its decision, the decision on how much time will be extended will be made after discussion with the Prime Minister.
The proposal for a DPR amendment has not been sent to the Council of Ministers since the new government came to power. The Ministry of Defense stated that there is also a matter of finding a solution for the Farsidol-Khokna section after discussion. Army spokesperson and Assistant Lieutenant Colonel Rajaram Basnet said that the DPR sent earlier has been returned to the Ministry of Defense from the Council of Ministers and that the ministry will be informed to send the same DPR again. He said that there will be no problem in starting the work as soon as the decision on the DPR amendment is made. He clarified that no decision or discussion has been made yet regarding the extension of the project deadline.
According to the Army, the DPR prepared in 2075 BS mentions that the toll plaza will be kept in Farsidol. Accordingly, a link road will be built to facilitate the locals of the area. Out of the total distance of the expressway, only 10.901 km is tunneled. The distance of the bridge is only 12.885 km. Out of the 13 construction packages under the project, work is currently being contracted in 1, 2, 3, 4, 5, 6 and 7. Work is being contracted in packages 8 'A' and 'B' and 9 'A' and 'B' and 10. A decision is yet to be made regarding land acquisition in the Khokana-Dukuchhap section in package number 11. The left-hand tunnel of the 3,355-meter Mahadevtar tunnel is set to be 'broken through' by mid-Ashar, said Army Spokesperson Basnet.
Seven tunnels are under construction on the expressway. Two parallel tunnels will be constructed according to the total distance of all the tunnels. One will be from Kathmandu to Nijgadh and the other from Nijgadh to Kathmandu. The Dhedre and Lendanda tunnels are undergoing 'break-through' and finishing work is underway. Similarly, the construction of Chandram Bhir, Devichaur, and Sisoutar tunnels is ongoing. The Army has said that work is underway to build a portal in the Mauri Bhir tunnel.
According to the project, the foundation of 56 bridges out of 89 special nature, the substructure of 38 bridges, and the superstructure of 16 bridges have been completed. Out of 89 bridges, work is being contracted at 85 locations. However, work on 4 bridges in the Khokna section has not been completed. Towards road construction, 11.2 km of subbase, 5.5 km of base, and only 0.2 km of road have been blacktopped. Work is underway to construct a toll plaza and interchange in the Nijgadh area of the expressway. The total cost of the project, including VAT, is estimated at Rs 211.93 billion.
