The implementation of the budget of the Far Western Province Government for the fiscal year 2082/83 has been very slow. Even after 8 months of the current fiscal year (mid-Falgun), the provincial government has been able to spend only about 16 percent of its total budget. According to the statistics of the Provincial Controller of Accounts Office, the government has shown even more pathetic progress towards development and construction expenditure (capital expenditure). The total budget of the provincial government for this year is 33.43 billion 35.98 million rupees. However, according to the details till mid-Falgun, the government has been able to spend only 5.49 billion 20 million 83 thousand 408 rupees including current expenditure. This is only 16.22 percent of the total budget. The situation of capital expenditure, which is directly linked to the development and prosperity of the province, has been the weakest. Of the budget allocated for the implementation of development projects, only Rs 1.92 billion 7.845 thousand 699 have been spent so far. This is only 9.73 percent of the total budget for capital expenditure.
It seems that the development expenditure has been low due to prolonged delay in the contract process, administrative delays and failure to select projects on time. Baldev Kapadi, Information Officer of the Provincial Accounts Controller's Office, said that the capital expenditure may have been low due to reasons such as staff shortage, Genji movement and elections. According to him, since many projects are not implemented, the expenditure will be low if they are not implemented. But he understands that this expenditure is comparatively low.
More expenditure has been spent on current works such as administration, salaries and allowances and office operations than on capital expenditure. It seems that Rs 3.56 billion 4.257 thousand 708 have been spent on current expenditure so far. This is 26.21 percent of the total budget.
Even after 8 months of the fiscal year, only 16 percent of the budget has been spent, and the remaining 84 percent of the budget has to be spent in the next 4 months. Due to which, the quality of development is weak.
In the last fiscal year, 70 percent of the total budget of the Far West was spent. Out of the total current and capital expenditure of the provincial government, only 22 billion 28 million 13 million rupees were spent. Of which 76.81 percent was spent on current expenditure and 66.50 percent on capital expenditure. Out of the 18 billion 75 million 59 million budget for capital expenditure, 12 billion 47 million 27 million rupees have been spent.
Out of the current expenditure budget of Rs 12.77 billion 60 million, Rs 9.80 billion 85 million was spent, while the budget of Rs 9.25 billion 52 million was frozen.
