The Ministry of Finance has released Rs 19.21 billion as of Tuesday for the management and security of the House of Representatives election. The budget has been released for the Election Commission, the Ministry of Defense, the Ministry of Home Affairs, and the security agencies under it for the election scheduled for 21 Falgun.
Of this, Rs 10.39 billion has been released to the Ministry of Home Affairs, Rs 1.99 billion to the Ministry of Defense, and Rs 6.72 billion to the Election Commission, informed Finance Ministry spokesperson Tanka Prasad Pandey. The commission has estimated that around Rs 27 billion will be spent on the election. Of this, the Finance Ministry has so far released Rs 19.25 billion.
Earlier, the Home and Defense Ministries had sent a proposal to the Finance Ministry to manage resources worth around Rs 20.5 billion for election security. A proposal was sent to the Finance Ministry for the necessary budget after estimating the expenditure required for the Nepal Army, Nepal Police, Armed Police Force (APF), National Investigation Department, and Election Police.
The Central Security Committee meeting has already decided to recruit 147,000 election police (formerly temporary police) for election security. It has been proposed to allocate Rs 9.15 billion for salary, uniform and ration allowance, transportation expenses, lunch allowance, etc., with a 40-day working period for the election police.
Similarly, it has been proposed to allocate Rs 4.2 billion for the Nepal Police, Rs 3.44 billion for the Nepal Army, Rs 3.33 billion for the Armed Police Force, Rs 31.46 billion for all 77 District Administration Offices, Rs 31.14 billion for the Ministry of Home Affairs and Rs 69 million for the National Investigation Department. The government is preparing to deploy 79,727 personnel from the Army, 71,620 personnel from the Police, 35,116 personnel from the Armed Police Force and 1,900 personnel from the Investigation Department for election security.
Earlier, a budget of Rs 18.548 billion was released for the 2079 BS House of Representatives and Provincial Assembly elections. Of which, Rs 8.352 billion was released to the Election Commission, Rs 8.727 billion to the Ministry of Home Affairs and Rs 977.3 billion to the Ministry of Defense. However, the Ministry of Finance has stated that only Rs 16.497 billion was spent on the said elections.
This is 91.37 percent of the total released amount. Of the amount released, the Election Commission spent 8.81 billion 32 million (81.59 percent), the Ministry of Home Affairs spent 8.70 billion 68 million (99.77 percent), and the Ministry of Defense spent 977 million 73 million (100 percent).
Similarly, in the fiscal year 2078/79, the government released a budget of 13.31 billion 54 million rupees for local elections. 90.80 percent of the released amount was spent. In the fiscal year 2078/79, the Election Commission was allocated 6.14 billion 99 million, the Ministry of Home Affairs 6.53 billion 47 million, and the Ministry of Defense 630 million. At that time, the Finance Ministry had stated that the Election Commission spent 4.96 billion 31 million (80.70 percent), the Ministry of Home Affairs 6.49 billion 78 million (99.43 percent), and the Ministry of Defense 628 million (99.70 percent).
