Joint Secretary of the Public Procurement Monitoring Office, Rambandhu Subedi, says - 'Construction entrepreneurs should be given sufficient time to work'
Rambandhu Subedi, Joint Secretary of the Public Procurement Monitoring Office, has said that the system of recovering the amount required for the remaining work from the concerned company as government dues when a contract is terminated should be removed. He said that the office is positive about this.
He said this at a dialogue program with stakeholders on ‘sick contract management’ organized by the Nepal Infrastructure Journalists Society in collaboration with the Federation of Nepal Construction Entrepreneurs in Kathmandu on Tuesday. He said that it is necessary to amend it practically. He said that the Public Procurement Act and Regulations need to be amended and improved in a timely manner. He said that the need to amend the Act and Regulations has been felt during the implementation. He said that the provision for canceling contracts should be made objective. He said that attempts are being made to discourage those who bid low amounts in contracts. However, he said that a threshold should be set for this. He said that the office is positive about giving the right to decide on variations to the project itself. He also said that large companies have been in trouble due to mistakes made by small companies in joint ventures (JVs). Therefore, he also said that it is necessary to make the JV contract objective. He said that the contract becomes unhealthy due to the inability to manage the contract. He also said that some projects have been recommended to be blacklisted without extending the deadline even once. He said that construction entrepreneurs should be given sufficient time to work. Similarly, he said that clear guidance is needed on the issue of deadline extension.
