The construction of the parliament building has been delayed and work has now started even at night. The government has already set the election date for Falgun 21 and since there is no new parliament building to house it, work has been started even at night to complete the construction quickly, according to the Department of Urban Development and Building Construction. Work is being done in two shifts, day and night, on the building under construction in the Sihandarbar complex.
According to the Director General of the Department, Rabindra Bohara, the work has been started at night as soon as possible due to the short construction time. ‘Work is currently being done in two shifts,’ he said. ‘Ceiling and slope work is being done at night.’ He said that since there are two contracts, interior work is being done inside the building during the day.
‘In the past, there was some delay in the construction due to various reasons,’ he said. ‘Now there is no room for delay, work is being done as soon as possible.’ He said that there was no delay in the decision to be made by the government body and the decision was made quickly after completing the process. ‘We have not stopped the payment due to the construction contractor,’ he said. ‘Work is being done as soon as possible.’
The contract was awarded on 16 Asho 2076 with the aim of completing the construction of the Parliament building in the Singha Durbar premises by 16 Asho 2079. The deadline, which was extended for the fifth time after the construction was not completed, is also ending on 16 Asho. With one and a half months left, the progress of the building construction is 87 percent. The new building is being prepared to accommodate the 275-member House of Representatives and the 59-member National Assembly in separate halls.
Immediately after becoming the Minister of Energy, Physical Infrastructure and Urban Development, Kulman Ghisingh drew the attention of the concerned bodies to complete the work within the stipulated time. The contract for the construction of the parliament building was awarded to Tundi-SEC JV. Its contract amount is 5.67 billion rupees. Its construction began after the 2079 BS House of Representatives elections with the aim of holding the parliament meeting in the new building.
After the work was not completed as per the agreement of 16 Asoj 2076, the deadline was extended for the first time until 30 Chaitra 2079. The second time was extended until 19 Asoj 2080, the third time until 19 Chaitra 2080. The deadline was extended again for the fourth time after the work was not completed by 18 Chaitra 2081.
The Parliament building is being constructed on an area of 156 ropanis in the Singha Durbar complex, where tall buildings up to five floors have been built. The House of Representatives, the National Assembly Building, the Central Lobby, the office building for the most distinguished persons, the library and the museum are being prepared there. The parliamentary party office building, the parliamentary committee building, the parliament secretariat building, the Chamena Grih, the press and printing buildings have been built separately. A building for parking 476 four-wheelers and 800 two-wheelers and housing security personnel has been constructed.
A separate contract for the ‘interior’ has been taken by KC-Shyamsundar-Baniya JV for Rs 2.3454 billion. The agreement was signed on 17 Ashad 2080 to complete the work by Ashad 2081. Although the time was later extended to 16 Chaitra 2081, the deadline has been extended again to 16 Pus after the work was not completed.
Only 25.58 percent of it is complete. According to the contract, the work of ‘interior’ and ‘conferencing system’ will have to be done in the central lobby of the House of Representatives and the National Assembly, VIP block. Furniture and furnishing will be installed in all blocks, entrances, and security systems will be installed in the building premises. Director General Bohara claims that the work will be completed by Poush 16 as the pace of work has increased now.
The meeting of the people's representatives elected from the upcoming House of Representatives elections will no longer be held at the Birendra International Conference Center in New Baneshwor. After the protesters vandalized and set fire to it on 24 Bhadra, the government has not renewed the rental agreement with the center. Therefore, the Federal Parliament Secretariat has also been urging the construction of the new parliament building to be completed quickly.
