A middle-of-the-road proposal has been made to resolve the dedicated and trunkline dispute during high-level discussions. The proposal came from discussions attended by Prime Minister Sushila Karki and other high-ranking government officials and Federation of Nepalese Chambers of Commerce and Industry President Chandra Prasad Dhakal.

A discussion was held in the office of Prime Minister Karki on Monday between Finance Minister Rameshwor Khanal, Energy Minister Kulman Ghising, Industry, Commerce and Supplies Minister Anil Sinha, Chief Secretary Ek Narayan Aryal, concerned secretaries and Federation President Dhakal. From the same discussion, a middle-ground proposal was put forward as a solution to the dispute regarding dedicated and trunkline fees.

According to the proposal made in the discussion, the industrialists will pay one of the 28 installments of the amount that the Nepal Electricity Authority had previously asked them to pay under the installment system, considering it as a deposit, not an 'installment' but a 'disputed amount', and the disconnected power line will be connected immediately.
On the basis of the deposit, the industrialists will have the opportunity to go for review and seek other legal remedies. In addition, the proposal also includes a provision that while submitting the deposit to the authority, they can submit their disagreements and aspects related to the review in the same application. Federation President Dhakal had also taken the initiative to resolve the problem on Sunday by meeting with Prime Minister Karki, Finance Minister Khanal and other high officials. After that, the concerned industrialists were called to the Federation for further discussion.

According to the industrialists, an agreement could be reached if the NEA accepted the amount as a deposit and gave them an opportunity to seek legal redress, not as an installment.

Currently, the Electricity Authority has disconnected the lines of about two dozen industries, saying that they did not pay the premium fee for using dedicated and trunk lines.
