Even though three months of the current fiscal year have passed, 43 local levels have not presented their budgets. There is a provision that local levels must make their annual budget public by Ashar 10 of every year.

The constitution itself has made provision for presenting the federal government's budget on Jestha 15, i.e. Republic Day, every year. The budget has been presented accordingly since the promulgation of the Constitution of Nepal. Similarly, the provincial government has been presenting the budget on Asar 1.

Even though it has been much later than the specified time, there has been criticism that the local level has not fulfilled its responsibility by not presenting the budget.

According to the Ministry of Federal Affairs and General Administration, 1135 out of 137 local levels in Koshi Province have presented the budget. The Ministry of Federal Affairs and General Administration has stated that the budget of Itahari Sub-metropolitan City and Dharan Sub-metropolitan City of that province has not been presented.

Out of a total of 136 local levels in Madhes Province, 102 local levels have presented the budget. 34 local levels in that province have not presented the budget so far. According to the ministry, Dakneshwari Municipality, Rajbiraj Municipality, Agnisair Krishnasawaran Rural Municipality, Chinnamasta Rural Municipality, Balan Bihul Rural Municipality have not been able to present their budgets.

Kalyanpur, Dhangadhimai Municipality, Sukhipur Municipality in Siraha, Janakpur Sub-metropolitan Municipality of Dhanusha, Kshireshwornath Municipality, Dhanushadham Municipality, Nagarain Municipality, Mithila Municipality, Aurahi Rural Municipality, Kamala Municipality, Janakandini Rural Municipality, Hampasur Municipality and Dhanauji Rural Municipality have not made their budgets public.

Sonma Rural Municipality, Malangwa Municipality in Mahottari, Hariwan Municipality in Sarlahi, Chandranagar Rural Municipality, Ramnagar Rural Municipality, Katahariya in Rautahat, Devahi Gonahi Municipality, Fatuwa Bijaypur Municipality, Yamunamai Rural Municipality have not made their budgets public.

Similarly, the ministry's details mention that Mahagadhimai Municipality, Suvarna Rural Municipality, Bishrampur Rural Municipality of Bara, Pokhariya, Pakaha Mainpur Rural Municipality, Sakhuwa Prasauni Rural Municipality and Kalikamai Rural Municipality of Parsa have not presented the budget for the current fiscal year. Khaniyabas Rural Municipality of Dhading of Bagmati Province has not presented the budget. All local levels of Gandaki Province have presented the budget.

The ministry's details include that Palhinandan Rural Municipality of Nawalparasi under Lumbini Province, Kotahimai Rural Municipality of Rupandehi, Shuddhodhan Rural Municipality of Kapilvastu, and Tulsipur Sub-metropolitan City of Dang have not presented the budget for the current fiscal year. Chhatreshwari Rural Municipality of Salyan under Karnali Province has not presented the budget. All local levels of Sudurpaschim Province have presented the budget.
