The road has been opened to proceed with the process of construction of flyover and tunnel in the Koteshwar section, which has the most traffic jams. A flyover and tunnel are going to be constructed on the Tinkune-Koteshwar-Jadibuti section with the concessional loan assistance of Japan International Cooperation Agency (JICA).
According to the road department, the cabinet meeting held on August 2 decided to take 34.49 billion Japanese yen (about 30.8 billion rupees) concessional loan assistance from the Japanese government for the implementation of the Koteshwar intersection improvement project. Arjun Prasad Aryal, head of the road department's development aid implementation division, said that the work will proceed soon.
Aryal says that the construction process will proceed after the loan agreement between Nepal and Japan government. "After the loan agreement, the Ministry of Finance will come to the department asking for further implementation," he said, "Then we will proceed with the preparation of a detailed project report (DPR). Aryal said that the consultant selection process will be carried out by conducting a
survey and design. "We are planning to complete the survey and design work in the current financial year," he said. "The department selects a consultant and proceeds with the design and survey work," he said, "the work is huge, it usually takes 6 months to a year."
According to the pre-feasibility study, a 665 meter long flyover will be constructed from Tinkune to near Munibhairav Temple. A 610-meter tunnel will be constructed near the Munibhairav temple to take herbs from under the Tribhuvan International Airport. From there, a 238-meter-long flyover will be constructed to connect to the new bridge built on the Manohara River.
It took JICA about a year and a half to study the pre-feasibility. The overall project construction period will be 6 years. According to the road department, the temple of Munibhairav will be moved a little higher from the tunnel construction site.
Civil Aviation Authority of Nepal has been positive so far about allowing a tunnel to be built under the airport and the Director General of the Road Department, Vijay Jaisi, said that further discussions will be held on this issue. "There is a lot of traffic leaving Koteshwar for the east, more traffic jams also happen in Koteshwar section," he said, "After a long study and research, we have reached a decision to build a flyover and tunnel at that place."
It is said that cost and distance will be determined after DPR. He said that the possibility of constructing a tunnel to manage the traffic jam has already been studied as not only the vehicles plying in the valley but also the long distance vehicles for the east pass through this section. "The flyover and the tunnel have four lanes, two lanes are going and two lanes are coming," he said, "so the problem of traffic jams will be reduced after the construction of the flyover and the tunnel in that section."
The contract for the construction of the underpass in Satdobato and Ekantakuna was not awarded
In the budget statement of the financial year 2079/80, the government said that it will construct an overpass/flyover at Gwarko, Satdobato and Ekantakuna in the valley. So far, no overpass has been constructed except Gwarko. The study work has been completed to build an underpass like that of Kalanki at Satdobato and Ekantakuna.
According to the study, the distance of the underpass to be built in Satdobato will be 540.78 meters. Currently, the study is to construct an underpass similar to that of Kalanki and the cost will be Rs 72 crore. According to the road department, the underpass will have four lanes.

The quality, research and development center has said that the contract for both these underpasses will be done under the Engineering Procurement and Construction (EPC) model. Director General Jaisi said that the process of construction of underpass in Satdobato and Ekantakuna will be started soon.
