Even after more than 4 years have passed, the work has not been completed. A contract has been signed for 5 packages towards Rautahat. Out of which four have received the final payment.

The land owner has not allowed to work in an area of about 100 meters west of the Chandi River towards Rautahat of the Mechi-Mahakali electric train, which is a project of national pride. After Ailani land owner Chandeshwar Bachhar and others demanded compensation, the work has not been done in one hundred meters west of Chandi river under package number 4. The government has not provided any compensation to Ailani except for the Numari land. According to the East-West Rail Project office in Sarlahi, compensation can be given only after it is approved by the Council of Ministers.
Contract number four was awarded to Lama/Golden/Plant JV. Gyalje Sherpa, the owner of the JV, said that the work was delayed because the compensation dispute was not resolved. "We have told the railway department to settle the dispute and create a working environment," he said, "because of the compensation, it was difficult to complete the work on time." Even in the forest area, the work of placing Golden's gravel is left.
Ailani landowners have stopped work in the 165 meter area of Brahmatol of package number 1. According to the railway office, the contractor was not allowed to work in that area. The contract for this package was taken by Santoshi Contain JV.
Ailani landowner Jageshwar Chaudhary has stopped the work saying that he has not given compensation while placing gravel in an area of about 60 meters near Ambukhola of package 2. Lumbini, Apex, Thani JV got the contract for the said package. Amid the compensation dispute, the contractor has taken the final payment. Package 3 is done and the final bill has been taken. The contract was awarded to Himdung-Kakkanai JV. The railway office has said that there is no land compensation dispute in the package. Packages No. 1, 4 and 5 include National Forests.
As the land compensation dispute continues for 6 years, the track construction work of some packages of the Mechi-Mahakali electric railway project has come to a standstill. Kiran Karki, head of Sarlahi railway project, claims that the work has stopped due to compensation and rain. "In the case of Elani land, we have prepared a file and given it to the department," he said, "maybe it will be decided soon." Then the contractor starts the work. Now the rain has also started.

project, five packages of track and culvert construction have been awarded in the Rautahat section. It is mentioned in the contract that the work of all the packages should be completed within 14 January 2078. Engineer Yadav says that the construction company has been delayed due to various reasons.
"The work has been completed in all areas except the area with Ilani land," he said, "The contractor has received the final bill. Only time left to repair them. Due to various reasons, we have extended the deadline for Rautahat up to 3/4 times. The contractor has already taken the payment after the compensation dispute was not resolved. Roshan Kumar Shrestha JV, which got the contract for package number 1, said that the railway project was completed a year ago. There was no compensation dispute in this package.
The project says that there is no basis to give compensation because there are no documents or spare parts of those occupying the land. They have interrupted the work demanding compensation. Saroj Chowdhury, a resident of Chandi River area in Chandrapur-5, claims that he should get compensation for the land he has been enjoying for a long time.
2076 A contract has been awarded for the construction of a 22 km track from Bagmati to Dhansar in Bara towards Rautahat, where the construction started from October 2076. According to the project, there is an agreement to build railway gravel, soil, base, bridge, box culvert along with greenery. It is mentioned in the contract that after completing all the work including its maintenance, the contractor will hand it over on January 14, 2078.
The work could not be accelerated after the Ailani landlord asked for compensation. The railway project has been deceiving the Ailani landowners by saying that they cannot give compensation to those other than Lalpurja. But the rail project has been obstructing for a year demanding compensation for the Ailani land they are enjoying. "The Land Commission should have cleared the compensation dispute of Elani landowners, or the government should have cleared it," he said, "Because of the compensation, not even one percent of the work that has reached the final stage has been completed." The locals had blocked the construction work for almost 4 months, demanding that the Kulopaini should be re-evaluated and the price of the land should be increased. Even though the dispute over Numari land has been resolved, Ailani has not been resolved.
The contract for a package in Rautahat area is about 70 crores. The construction company has to work on railway gravel, soil, base, bridge, box culvert and greenery. According to the railway department, the length of the electric railway will be 945 km long.
Locals are waiting for the compensation of their land seized by the railway department in Mahottari. Even though the compensation was decided a year ago and distributed in some places, the locals of the Bardiwas-14 railway station area have not received nearly one bigha. Balkumari Hamal of Bardiwas said that after the land registration of 14 local families, who have been living there for 50 years, was found to be exempt, the railway department refused to give compensation saying that the land had been declared illegal.
