The Foreign Employment Department has suspended 350 manpower companies that could not send 100 workers in the last financial year. According to the Foreign Employment Act-2064, the department has suspended manpower companies that cannot send 100 workers per year. Kamal Prasad Bhattarai, director general of the department, said that the suspension of institutions will not be lifted until the government clears the obstacles and makes a new arrangement.

There is a rule that at least 100 workers must be sent by the end of June. The manpower that does not meet that target will not be renewed," Bhattarai told Kantipur, "These institutions will not wake up until another decision is made." According to the department, 839,000 workers went for foreign employment in the last financial year. Out of which only 42.85 percent went through the manpower company. 15.92 per cent through personal agents and 39.71 per cent of workers returning to their previous company on leave.

The government renewed 250 manpower companies last financial year by using the obstacle-free method. In the last fiscal year, 1,687 manpower companies were licensed. Only 725 of them have been sending workers.

He said that the provision of sending 100 workers to foreign employment per year is in the process of amendment and therefore cannot be repealed. The bill to amend this provision has been passed by the House of Representatives and the National Assembly. Which has been done on the proposal of the Ministry of Labour,' he said, 'Even if it is suspended immediately, it cannot be revoked.'

In order to amend 79 laws, including the Foreign Employment Act, in the 'Bill to amend some Nepal Acts' passed by the House of Representatives and the National Assembly, the provision that at least 100 workers must be sent for foreign employment has been amended. On May 26, 2080, through the Ministry of Labour, the Ministry of Law, Justice and Parliamentary Affairs proposed to 'remove the provision of sending at least 100 workers per year' in Bill-2080, which was made to amend some Nepal Acts.

The Ministry of Labor has proposed to remove this section through the 'Bill to amend some Nepal Acts' as the right to remove obstacles cannot be used every year.

In section 13 d (2) of the Foreign Employment Act, which was amended by the Ministry of Labor on 19 Chait 2075, there is a provision that the license will be canceled if "one hundred workers cannot be sent annually for two consecutive years". Businessmen argue that the quota to be sent to workers should not be set after depositing the bond. The manpower company will send workers according to market demand. Malaysia has not hired workers for the past year and a half. In Europe, Manpower cannot send workers,' said Shrestha, 'forced to send workers has increased the level of competition in the labor market.'

According to the Foreign Employment Act, there is a provision that manpower companies must send workers as per the bond. In which up to 3,000 workers will be sent 5 million rupees and a bank guarantee of 1.5 crore is required. A bond of 1 crore rupees and 3 crore bank guarantee will be required for sending 3 to 5 thousand workers.

Similarly, there is a provision that those who send more than 5000 rupees will have to keep a bond of 2 crore rupees and a bank guarantee of 4 crore rupees. If it is confirmed that the workers have paid the fee, the department will give compensation from the bond. In the last financial year, 590 complaints were filed in the department and compensation of Rs.

In the case of going personal, it is very difficult to get compensation. 5 thousand 632 individual complaints were registered in the department. In which there were 528 agreements. In which 328 million rupees compensation has been given.
