Since August 2081, due to non-classification of land, allotments were stopped in 620 municipalities across the country. On August 24, 2081, after Kittakat was stopped, the Council of Ministers meeting amended the Land Use (Second Amendment) Regulations, 2079 and stipulated that four forts should be designated as open agricultural areas at the local level by the end of June 2082.

The department has informed that some municipalities have been stopped by the end of the current financial year. "In unclassified municipalities, the work related to land administration including land clearing has been stopped since the beginning of July," Acharya said, "The data on which and how many municipalities have been stopped is yet to come." Due to this policy, from July of the same year, the overall real estate business started to decrease. The businessmen were saying that the real estate business could not increase due to lack of distribution.

After the municipality delayed separating agriculture and non-agriculture, Kittakat was at a standstill since November 2079. Recently, the government has amended the regulations and provided that residential and commercial land can be allotted up to 80 square meters in area.

Earlier, residential land less than 130 square meters could be allotted. It has been arranged that 80 square meters of land can be allotted to those who have received planning approval and 130 square meters to those who have not. According to the department, only the revenue raised from the capital gains tax will go to the account of the union government.

Through the monetary policy of the current financial year, Nepal Rastra Bank has raised the limit of loans for construction and purchase of private residential houses to 3 crore rupees. Earlier, the limit for such loans was Rs 2 crore. The National Bank has stated that the maximum loan-to-value ratio for the construction and purchase of the first house will be 80 percent.

The president of Nepal Land and Housing Development Federation, Bishnu Ghimire, said that with the positive effect of monetary policy, real estate transactions will increase in the coming months. "Since July, real estate business has increased, monetary policy has a positive effect," he said, "gold and silver investors are also attracted to real estate business."
