Labor, Employment and Social Security Minister Sharatsingh Bhandari has said that within his tenure, policy reforms have been carried out to organize foreign employment management and internal labor sector, complete digitization of service delivery to labor administration reforms.

In the one-year review report published by the Secretariat of Labor Minister Bhandari, it is mentioned that changes in the institutional structure of labor administration, provision of unsecured loans to workers, documentation of workers and the signing of labor contracts with destination countries have reached the stage. According to the Ministry, the 'Labour Migration Policy' has been introduced by addressing the entire cycle of immigration to make the foreign employment sector orderly, dignified and safe. It has been sent to the Council of Ministers to issue the policy. 

"This policy has addressed all the stages from the preparation before going to work abroad to the time of returning to the village," Labor Minister Bhandari said, "Now laws and structures will be made according to this policy." The role of the federal, state and local governments has been made clear to implement it.

The immigration expert had been stressing that the foreign employment policy issued in 2068 should be made up-to-date. Domestic workers are not within the scope of labor approval. Women's rights activist Manju Gurung said that legalization is not enough for women workers. When the government legalized women working in domestic labor and brought them into the scope of labor, the way to return home was opened. It doesn't just happen. Labor permit should be given to regularize it,' she said, 'By stopping them, the visit visa is being misused.'

The ministry says that the relief amount given to dependent families of workers who died in foreign employment has been increased from 7 lakh rupees to 10 lakh rupees. In the last fiscal year, 1160 dead bodies were brought to Nepal from abroad. It is mentioned in the review report that 70 dead bodies were brought out of this.

In the last fiscal year, 839,000 people went to work abroad with work permits. Out of this, 39.72 percent have continued the employment of the previous company. The Ministry of Labor claims that it has reduced the situation in Madhesh by issuing a procedure so that workers going for foreign employment can take loans without collateral.

According to the new arrangement, unsecured loans of up to 3 lakhs and 5 lakhs for women are available to men going for foreign employment. According to foreign employment professionals, the service fee has not been made transparent even last year. The cost of workers going to a company that does not bear all the costs of workers going to foreign employment should have been determined. But even this year, the labor minister could not take a decision," said Rajendra Bhandari, the former president of the Nepal Foreign Employment Professionals Association. "Until the government is clear about the cost charges, the game will continue in this sector." According to the Foreign Employment Department, fraud by individuals (agents) is much bigger than by manpower companies. In which 4,975 complaints of fraud were investigated and 215 cases were registered in the court. The ministry also said that 7 billion 20 million rupees compensation was given due to personal and institutional transaction disputes. According to the Ministry, resource centers have been reached in 77 districts to provide information and access to justice for safe foreign employment. 

The Ministry of Labor has said that the only thing left to do is to sign a labor agreement with Saudi Arabia, an important destination for Nepalese. The private sector has also opened the way to send to Japan, South Korea and European countries. The labor contract renewal process with Malaysia and Qatar has reached the final stage.  According to the ministry, the process of making labor contracts has been advanced in Kuwait, Mauritius, Albania, Austria, Malta, Poland, Bosnia and Belgium. 

The ministry claims that the minimum salary of workers going to UAE has been increased from 800 dirhams to 1000 dirhams. It is prohibited to send Nepali workers to companies that pay less than this. Labor Minister Bhandari said that the practice of giving false reports on the health examination of workers going to foreign employment will be stopped 100 percent and more checks have been increased. We have updated health institutions to prevent wrong health tests. We have increased machines and tests for quality health testing. We have taken it to Digitizen to give the correct report of the workers," he said. "This can save the workers from death trap. This is a big improvement.
